The New York City Council, an equal opportunity employer, seeks experienced professionals to serve as Investigative Policy Analysts in the Division of Oversight and Investigations.

SALARY RANGE:

$65,000 to $85,000

KEY RESPONSIBILITIES:

The Division of Oversight & Investigations (the “Division”) of the New York City Council (the “Council”) plays a critical role in the Council’s oversight of New York City government agencies. The Division conducts complex investigations of issues involving fraud, waste, abuse, and other important matters to the Council.  Through the Division, the Council both focuses and expands upon its legislative work, and the Division works directly with Council Members and Committees to identify and conduct its investigations.

The Investigative Policy Analyst will:

  • Serve as the front line in investigative analysis conducted by the Division, with a willingness to participate in field studies and investigations at the direction of the Division Director and Committee Chair when needed.
  • Perform policy research, analysis, and fact-finding, often working with large and complex data sets.
  • Assist division attorneys with legal research and policy review. Serve as primary support to division legal staff.
  • Establish investigative leads and work to develop the scope of investigations alongside other Division staff and the Committee Chair.
  • Conduct interviews with stakeholders and advocates, in collaboration with other Council staff.
  • Assist in the drafting of Division reports and information requests.
  • Engage with stakeholders outside of the Council, including other local, state, and federal agencies.
  • Miscellaneous duties, as needed.

An Investigative Policy Analyst who demonstrates superior skills may be presented with opportunities to lead investigations and supervise other Division functions and staff.

QUALIFICATIONS:

  • B.A./B.S. degree, preferably in political science, data analytics, or related fields.
  • Prior work experience in any of the following fields is a plus: audits, investigations, law enforcement, policy analysis, criminal justice, oversight, or investigative journalism.
  • Familiarity with New York City government and the five boroughs is a plus.
  • Demonstrated ability to analyze, assess, and draw conclusions based on a multitude of complex documents, data, and sources, including but not limited to internal communications, policies, procedures, and financial documents.
  • Strong interpersonal, oral communication, and interviewing skills.
  • Demonstrated ability to write succinct and organized reports.
  • Strong organizational skills and ability to manage time efficiently, work as a team player, meet deadlines, and multitask.
  • Ability to use discretion and judgment when necessary to handle confidential information, and to interact successfully with elected officials and other stakeholders.
  • General computer skills, including proficiency with Microsoft Word, Excel, and Outlook. The preferred candidate will have familiarity with data and statistical analysis tools.      
  • Must have a motor vehicle driver’s license valid in the State of New York with no restrictions, and a minimum of 2 years of driving experience.

New York City residency is required within 90 days of appointment.
