NEW YORK (February 27, 2023)  – The City Council Committee on Technology convened today for a hearing on Open Data Compliance, chaired by Council Member Jennifer Gutiérrez. In her opening statement,  Council Member Gutiérrez emphasized the importance of open data in effective governance, particularly in light of increasing integration of automated decision-making systems (ADS) into various aspects of service delivery and municipal decision-making.

New York, New York (November 20, 2023) – Today, the Committees on Technology, Public Safety, and Government Operations held a joint oversight hearing to address critical issues of the NYPD’s public transparency, specifically focusing on the NYPD’s recent decision to encrypt radio broadcasts, the press credentialing process, and archiving of government social media posts.

Chairs Jennifer Gutiérrez, Kamillah Hanks, and Sandra Ung and other members posed questions to NYPD’s Chief Ruben Beltran, who leads NYPD’s Information Technology Bureau, regarding the selection criteria for the radio encryption pilot in North Brooklyn, security concerns that prompted the pilot, evaluating its success, and the subsequent impacts on community organizations and the freedom of the press.

COUNCIL MEMBER GUTIÉRREZ INTRODUCES BILL TO REINSTATE BIOTECHNOLOGY TAX CREDIT 

New York (June 9, 2023) – Today, Council Member Jennifer Gutiérrez announced the introduction of legislation to reignite the growth of the biotechnology sector and foster innovation in New York City. The bill would reinstate the biotechnology tax credit that lapsed in 2019, reauthorized by New York State, that would enable investors and owners of qualified emerging technology companies (QETCs) focused on biotechnology to claim a tax credit, thereby encouraging the manufacturing of emerging technology to flourish within the city.

NEW YORK, NEW YORK (October 12, 2022) – On Wednesday, October 12, the New York City Council voted in the affirmative on a package of child care related bills, including critically important legislation from Council Member Jennifer Gutiérrez, the Marshall Plan for Moms Taskforce (Int-242). The taskforce will develop and issue recommendations on how New York City can support working mothers, parents, and caregivers, and is based on the Marshall Plan for Moms movement, founded by Reshma Saujani.

The resource fair included over 30 community organizations and City agencies, and multiple elected representatives’ offices.
