September 16, 2024 – New York, NY – Last week, Council Member Jennifer Gutiérrez introduced Intro 1023, the Family Connect Act, which mandates the New York City Department of Correction (DOC) to implement an online system for scheduling both in-person and virtual visits with incarcerated individuals. Co-prime sponsored by Council Member and Chair of the Criminal Justice Committee, Sandy Nurse, the bill is designed to streamline and modernize the process of arranging visitation while ensuring that personal data is protected under rigorous cybersecurity standards.

The Family Connect Act will create a secure, user-friendly platform accessible via all major devices. Developed in collaboration with the Office of Technology and Innovation (OTI), this system will allow families and loved ones to conveniently choose, reserve, and modify visit times. It will also provide real-time updates on visitation status, ensuring that families remain informed throughout the process. The bill builds on the success of other scheduling systems implemented by the city, such as the user-friendly platform, Project Cupid, created for the City Clerk’s office to streamline marriage related licenses. 

“Maintaining family connections is essential to the well-being and rehabilitation of those in custody,” said Council Member Jennifer Gutiérrez. “The Family Connect Act is about more than just convenience—it’s about dignity, safety, and supporting the rehabilitation process. By making it easier for families to stay connected, especially for those being held without charge, we are ensuring that individuals can return home with the emotional support they need, rather than being further isolated by their circumstances.”

“With the introduction of the Family Connect Act, we are bringing a long overdue upgrade to the way families of those who are incarcerated can keep in touch with their loved ones,” said Council Member Sandy Nurse. “Families have the right to maintain bonds while navigating the carceral system and not compromise their privacy or personal data.”

The platform will be held to high standards of cybersecurity, with access to personal data strictly limited to authorized personnel. The bill is set to be heard in Committee on September 27th, 2024.
