City Council Discretionary Funding Applications Now Open

Council Member Kevin C. Riley’s office is excited to announce that the New York City Council Discretionary Expense Funding application portal for Fiscal Year 2027 is now open. Applications will close promptly on Wednesday, February 18, 2026, at 6:00 PM. Please note: Also, please note that if an application is not submitted within the filing period, the community-based organization will not be eligible for funding.
How to Apply
To apply for discretionary funding or check the status of your application, visit the portal: https://council.nyc.gov/budget/.

Helpful Tips:
- Watch the FY2025 training recording provided by the City Council.
- Refer to the “Policies and Procedures” document under “Recent Budget News” for detailed application guidance.
- Complete the mandatory supplemental form as part of your application.
Key Reminders:
- Only non-profit organizations and city agencies may apply. For-profit entities are not eligible.
- Services must be non-discriminatory and open to the public.
- Newly-established organizations are limited to a funding cap of $10,000 from a single source or $20,000 total.
- Fiscal sponsorships are not permitted.
- If an organization is awarded discretionary funding, access to such funding is reimbursement-based: recipients must submit receipts for all expenses for approval from the Mayor’s Office for Contract Services.
- Ensure your 501(c) tax-exemption information and annual filings are up to date.
- Verify your registration with the New York State Charities Bureau.

The Office of Council Member Kevin C. Riley invites community organizations, local leaders, and small businesses to a virtual workshop on NYC Council Discretionary Funding. This session will walk participants through the funding process, answer questions, and provide guidance on preparing strong applications for local grant opportunities.
The workshop will also feature the Citizens Committee for New York City, who will highlight their Community Leaders and Neighborhood Business Grant programs, offering grants of up to $5,000 to support neighborhood-based initiatives.

Capital Funding Applications
Non-City organizations applying for Fiscal Year 2027 capital funding may now download and submit applications at the CapGrants portal. All groups should submit their completed applications through this portal.
Groups classified as All Other, Charter School, or Housing organizations may access applications through the CapGrants portal. Cultural organizations may access applications through the Department of Cultural Affairs Capital Funding page, but must submit completed applications through CapGrants.
Deadlines:
- Thursday, Feb 19, 2026 – 5:00 PM: Projects requesting Borough President funding
- Thursday, Mar 19, 2026 – 5:00 PM: Projects requesting only Council and/or DCA funding
