The New York City Council’s Administrative Services Division is seeking an experienced Deputy Chief Contracting Officer.

SALARY RANGE:

$115,000 to $130,000

KEY RESPONSIBILITIES:

  • Procurement with oversight, coordination, planning of procurement and contracting activities.
  • Under CCO supervision, coordinate, plan, implement Council contract and procurement activities, including, review and approval of contracts, amendments, solicitations, forms within the Agency, such as pre-solicitation review (PSR) reports, responsibility determinations (RD), recommendations for award (RFA), vendor performance evaluations (PE) and other contract-related documents to ensure compliance with Council procurement rules and procedures, and assist with award and registration of contracts.
  • Assist with tracking of all contracts to ensure timely and proper review, approval and registration.
  • Ensuring Contract Management files are in accordance with the CPP Rules, NYC Comptroller Directives, and the New York City Charter.
  • Support CCO in development of Council standard procurement and operating procedures, best practices, staff training and assist with implementing those processes to standardize and streamline Council procurement activities.
  • Analyze and advise CCO and internal/external stakeholders on complex procurement matters and vendor integrity issues regarding the Council’s contracting portfolio.
  • Develop methods to oversee the review and analysis of procurement milestones and target areas for improvement.
  • Participate in meetings concerning procurement management and status of procurement and purchasing.
  • Manage the Procurement team focusing on all related procurement purchasing tasks for both Central and District Office purchasing.
  • Liaison with city agencies and private vendors by maintaining working relationships with The Financial Information Services Agency (FISA), Department of Administrative Services (DCAS), the Mayor’s Office of Contract Services (MOCS), and other entities in a professional and courteous manner including but not limited to corresponding with vendors in preparing Purchase Orders and negotiating Contract documents.
  • Performs other special troubleshooting duties in the procurement area, as assigned.

QUALIFICATIONS:

  • Bachelor’s degree from an accredited college and full-time satisfactory professional experience in purchasing, procurement, contract administration, or a related field, including administrative, managerial, or executive, or supervisory duties. A Juris Doctor (JD) degree is preferred.
  • Extensive knowledge and experience with the City’s procurement management systems, PASSPort and Financial Management Systems.
  • Excellent verbal and written communications skills, strong multi-tasking capabilities, excellent time management skills and excellent organizational skills; i.e., filing system and record keeping.
  • Advanced computer literacy and working knowledge and ability to utilize desktop computers with software packages such as Microsoft Office or other software programs for tracking, reporting, and analytics.
  • Ability and commitment to learn new material quickly and willingness to upgrade skills.
  • Current knowledge of vendors for supplies and equipment who have been approved by the City of New York and are available for contract.
  • Maintain working relationships with other city entities (FISA, DCAS) and other entities in the private and governmental sectors.
  • Have firm understanding of standard purchasing and procurement guidelines of the City of New York highly desired.
  • In-depth knowledge and ability to use the City of New York’s Financial Management System, ability to learn the rules of the Council and the Rules of the City of New York’s purchasing process.

New York City residency required within 90 days of appointment.
