New York, NY — On October 28th 2024, the New York City Council Committee on Technology, chaired by Council Member Jennifer Gutiérrez, held a critical oversight hearing where the Office of Technology and Innovation (OTI) defended its current approach to AI governance, reviewed their AI Action plan, and pushed back against proposed oversight legislation.

Executive Director of Research and Collaboration for the NYC Office of Technology and Innovation (OTI), Alex Foard testified that the agency has completed 31 of 37 proposed actions from its October 2023 AI Action Plan, including publishing foundational policy documents and establishing both an AI steering committee and advisory network.

New York, New York (August 15, 2024) – Today, New York City Council Member Jennifer Gutiérrez introduced new legislation, Intro 1001-2024, to create an automated text messaging system called NYC TXT4KIDS (New York City Texts For Kids’ Information and Development Support) that would allow parents and legal guardians of children to sign up to receive texts regarding developmental milestones such as enrollment deadlines for public school and early childhood education programs or information on medical checkups and vaccinations.

New York, New York (November 15, 2023) – Today, the New York City Council enacted Intro 1070, amending Administrative Code §§ 11-503(o)(a)(8); 11-604(21)(a)(8); 11-654(21)(a)(8), Local Law 67/2009 § 3, to reinstate the biotech tax credit. The bill will reinstate the biotechnology tax credit, which lapsed in 2019, through 2025.  The credit, reauthorized by New York State, enables investors and owners of qualified emerging technology companies (QETCs) focused on biotechnology to claim a tax credit, enabling the manufacturing of emerging technology to flourish in New York City.

COUNCIL MEMBER GUTIÉRREZ INTRODUCES BILL TO REINSTATE BIOTECHNOLOGY TAX CREDIT 

New York (June 9, 2023) – Today, Council Member Jennifer Gutiérrez announced the introduction of legislation to reignite the growth of the biotechnology sector and foster innovation in New York City. The bill would reinstate the biotechnology tax credit that lapsed in 2019, reauthorized by New York State, that would enable investors and owners of qualified emerging technology companies (QETCs) focused on biotechnology to claim a tax credit, thereby encouraging the manufacturing of emerging technology to flourish within the city.
