Title: A Local Law in relation to creating a task force to consider the impact of slavery and past injustices for African Americans in New York city and reparations for such injustices.

Summary: This bill would require the Mayor to establish a temporary task force to study the impact of slavery and past injustices for African Americans in New York City and to consider solutions for such injustices, including but not limited to reparations. Such task force would consist of 9 members, including the Commissioner of the Mayor’s Office for Equity, the Commissioner on Human Rights, and 7 members appointed by the Mayor and Speaker of the Council, which include diverse New Yorkers passionate about racial equity and social justice, as well as representatives of institutions, organizations, corporations, or associations that are organized or operated primarily for historical, cultural, educational, religious, or charitable purposes and which are connected to African American heritage, history, or culture. The task force would be required to prepare and submit a report of its findings and recommendations no later than 12 months after the final member of the task force is appointed, and be dissolved after the submission of such report.

Summary: This bill would require the department of social services, in coordination with the department of small business services and all other relevant city agencies, to create a plan to ensure coordination across city agencies to provide economic empowerment services for shelter residents including asylum seekers.

Title: A Local Law to amend the administrative code of the city of New York, relation to requiring the New York City Police Department to report information and data regarding the department operations

Summary: The bill would increase the frequency and expand the scope of existing reports required to be produced by the New York City Police Department (“NYPD”). Such reporting includes, but is not limited to, disclosure of information and data related to the NYPD’s use of stop-question-and-frisk, its deployment of officers and use of overtime spending, and crime status information, such as data on criminal complaints, arrests, and summons issued. Additionally, all such reports would be required to be publicly posted on the NYPD’s website.

Summary: This bill would expand the mayor’s office of community mental health’s reporting requirement to provide more detailed information related to each of the mental health services the agency provides.

Title: A Local Law to amend the New York city charter, in relation to creating an online posting requirement for statements outlining consistency or inconsistency with criteria established for the siting of city facilities

Summary: This bill would require online posting of statements outlining consistency or inconsistency with criteria established for siting city facilities whenever an agency (1) submits an application to the Department of City Planning involving a new facility; (2) files a notice to acquire office space; or (3) enters into a contract regarding any other facilities subject to the criteria. This bill is needed in order to enhance the disclosure of information to the public about city facility initiatives that affect their communities.

Title: A Local Law to amend the administrative code of the city of New York, in relation to establishing a missing person alert system.

Summary: This bill would establish a missing person alert system for the purpose of disseminating alerts to the public when a person who is not covered under existing alert systems is reported missing to a law enforcement agency under circumstances indicating that the person is in imminent danger of serious bodily harm or death.

Title: A Local Law to amend the New York city charter and the administrative code of the city of New York, in relation to requiring the civilian complaint review board to conduct an investigation of any injury or death caused by police action.

Summary: This bill would require the Civilian Complaint Review Board to investigate all instances in which an injury or death to a civilian occurs during a police action. It would also require the Police Department to notify the Board of all such instances.

Title: A Local Law to amend the administrative code of the city of New York, in relation to the police department’s 911 operational time analysis report

Summary: This bill would require the New York City Police Department (“NYPD”) to report additional information in the 911 operational time analysis report. This bill would also require the report to be posted on the NYPD website. NYPD would be required to issue the new 911 operational time analysis reports for the period beginning January 1, 2020.

Title: A Local Law to amend the administrative code of the city of New York, in relation to financial literacy education in department of youth and community development programs.

Summary: This bill would require the Department of Youth and Community Development (DYCD) to include financial literacy training as part of all youth employment programs and programs for runaway and homeless youth. Such training would include instruction on banking, budgeting, credit, debt, saving, and taxes. DYCD would be required to issue an annual report on how many participants received financial literacy training, the methods and manner in which the topics were covered and the amount of time spent covering such topics. The first report would be due on January 1, 2023.

Title: A Local Law to amend the administrative code of the city of New York, in relation to disclosure of identifying information by mental health services.

Summary: This bill would prohibit City mental health services from disclosing information about an individual using such service to other City agencies, unless the individual provides written consent, the individual poses an immediate danger to themselves or others, or the disclosure is required by law. This bill would also require City mental health services to disclose to individuals using such service whether the service collects information about the individual, and whether the service retains or shares the information collected.

Title: A Local Law in relation to requiring district attorneys of counties within the city of New York to report on the existence of do-not-call lists of members of the city’s police department

Summary: This bill would require each of the city’s District Attorneys to report to the Speaker of the Council and the Civilian Complaint Review Board whether they keep a list of members of the Police Department who could present credibility issues if called as a witness in a legal proceeding. If such a list is kept, the bill would require the District Attorney to report further on the type of documents and other information used to compile the list.

Summary: This bill would require the Department of Information Technology and Telecommunications to create and maintain a computerized database of Police Department records and other materials for the purpose of facilitating access to such records and other materials when requested by the Civilian Complaint Review Board to complete an investigation.

Summary: This bill would require the Police Department to provide the Civilian Complaint Review Board with all records related to the employment history of an officer who is the subject of a complaint of misconduct received by the Board. The Police Department would be required to provide such records to the Board in a digital format whenever practicable, and immediately upon receiving notice from the Board of a complaint of misconduct.

Title: A Local Law in relation to reporting on the mental health of New Yorkers during the COVID-19 public health crisis.

Summary: This bill would require the New York City Department of Health and Mental Hygiene (DOHMH) to track and issue a report on the mental health of New Yorkers during the COVID-19 public health emergency. The report would be published every 6 months and would include: the number of 311 calls relating to mental health; the number of 911 calls relating to mental health emergencies and substance misuse or overdoses; the number of calls received by any mental health hotline maintained by the department or by another agency; the number of hospital admissions for overdoses or that were substance use-related; and any other information regarding the mental health of New Yorkers during the COVID-19 public health emergency that the Commissioner of Health deems appropriate. The information required in this report would be disaggregated by age, race, gender, zip code and any other demographic category that the department deems relevant, to the extent such demographic information is available. Additionally, on an annual basis, the report would include a description of any trends in adverse mental health of New Yorkers during the COVID-19 public health emergency and any steps taken by DOHMH to address such trends.

Title: A Local Law to amend the administrative code of the city of New York, in relation to requiring the department of health and mental hygiene to provide information on polycystic ovary syndrome and endometriosis.

Summary: This bill would require the Department of Health and Mental Hygiene to provide education on polycystic ovary syndrome and endometriosis by posting information on its website, including, but not limited to: the definitions and potential symptoms of polycystic ovary syndrome and endometriosis; information on how to seek diagnosis and treatment, including how to procure the care of a primary care physician; and data regarding the number of individuals who are diagnosed with polycystic ovary syndrome or endometriosis in the city, disaggregated by age, race, ethnicity, and zip code, to the extent such data is available to the department. The department would also be required to submit a report to the Mayor and the Speaker of the Council on March 1, 2023 and every year thereafter regarding education efforts on polycystic ovary syndrome and endometriosis conducted by the department.

Title: A Local Law to amend the administrative code of the city of New York, in relation to amending the reporting of pay and employment equity data.

Summary: This bill would amend the existing Pay Equity Law, Local Law 18/2019, by requiring the Department of Citywide Administrative Services to collect and provide additional employment data to the Council, through the Office of Data Analytics, for the purpose of identifying pay disparity in the municipal workforce. This bill would eliminate time limitations on the Council’s access to such data.
