Fiscal Year 2026 Budget Requests

The New York City Council is currently soliciting applications for Fiscal Year 2026 discretionary funding from eligible community-based organizations (must be a registered 501c3). Please note that late applications for expense or capital funding will not be accepted – no exceptions.


Expense Funding

All nonprofit, community-based organizations that wish to apply for discretionary funding for FY2026 must submit a Council Application. The FY2026 application is available at this link and must be submitted no later than 11:59pm on Wednesday, February 19, 2024. No late applications will be accepted.

This year, our office will not hold any in-person or virtual budget meetings with groups that received discretionary funding in FY25 from our office unless there are extenuating circumstances that necessitate a meeting.


Capital Funding

Non-City organizations applying for Fiscal Year 2026 capital funding may now download and submit applications at the CapGrants portal. All groups should submit their completed applications through this portal.

Cultural organizations may view and download their applications via the Department of Cultural Affairs Capital Funding page. Your group should still submit completed applications through the CapGrants portal.

Application deadlines vary depending on the source of the funding your group has requested.

  • February 20, 2025 5:00pm: applies if your project requests any funding from Borough Presidents (including those groups that are also requesting funding from the Council or Department of Cultural Affairs)
  • March 20, 2025, 5:00pm: applies if your project is only requesting funding from the Council and/or the Department of Cultural Affairs

Note: Applicants who created CapGrants accounts in the last two years can sign in using their same accounts. If you have forgotten your password, you can reset it on the sign in page. Anyone who did not create an account during the FY24 or FY25 process will need to do so this year. Accounts from the old site have not been carried over.


Supplemental Application

Our office will not require a supplemental application for any FY26 expense or capital discretionary funding applicants. Should you wish to provide additional information about your request, you may email it to our office at District35@council.nyc.gov


Caucus & Delegation Applications

Black, Latino, and Asian Caucus (BLAC)

The BLAC’s FY26 Discretionary Funding Meeting Form is now live.

The BLAC is currently scheduling meetings to discuss requests for discretionary funding for the 2026 fiscal year. To be eligible to meet with the BLAC or receive discretionary funding you must first SUBMIT a FY2026 New York City Council Discretionary Funding Application or be considered a government entity such as Public Schools, CUNY Schools, NYCHA Tenant Associations, Community Boards, etc. Requests for a meeting will not be accepted after February 19, 2025. Note: This request does not guarantee a meeting with the BLAC.

Organizations that are selected to meet with the BLAC will be notified and must accept/decline invitations and provide presentation materials by noon on Friday, March 21. Presentations will be held virtually between Wednesday, March 26 and Thursday, March 27.
