As it relates to Expense Applications:
The deadline for submitting an expense application is Wednesday, February 18th, 2025 at 6:00 PM. Organizations that fail to submit an application by that deadline will NOT be eligible for discretionary expense funding. There are no exceptions.
Our office will not be requiring a supplemental form this year. For groups that did not receive funding from us in FY26, please email jquigley@council.nyc.gov with details about your funding request, current work in Council District 7, and how many constituents your organization proposes to serve if funded in FY27. We cannot accommodate the number of meeting requests that we receive, but will prioritize groups that provide this information.
Please note: the same application will be used to fund (1) requests for Member Item Funding from Council Members; and (2) requests for funding related to Speaker Initiatives and Citywide Initiatives and ALL other Council initiatives (a drop-down menu box in the application will allow you to apply for a specific initiative).
It is recommended that organizations complete individual applications to Council Members and separate applications for Speaker funding and/or Initiative funding.
As it relates to Capital Funding:
All nonprofit organizations seeking capital funding for projects (including charter schools on non-City owned property) must complete the New York City Capital Funding application through the NYC CapGrants Portal. The deadline to apply for FY26 funding is March 19, 2026 at 5:00 PM. The deadline to apply to both the Borough President and the City Council is February 19, 2026 at 5:00 PM.
Groups that have successfully completed and submitted an application through the Cap Grants portal can reach out to schedule a meeting by emailing our office.
For schools and other city (public) capital projects:
Schools in CD7 looking to apply for funding should email our office directly at the contact below with their budget requests. All other city capital requests can be submitted to the email below as well.
Cultural Project Funding Information
For cultural organizations interested in applying, additional information and application materials are available through the Department of Cultural Affairs (DCLA) online portal:

Cultural Capital Funding Eligibility
Cultural Capital Funding is available for:
- Members of the Cultural Institutions Group (CIG), and
- Cultural nonprofits based in New York City that have received at least one baseline Cultural Development Fund (CDF) recommendation through the DCLA Program Services Unit in fiscal years 2023, 2024, or 2025.
