Dear Mr. Cawley,
I am writing regarding the power outage that began on January 31, which caused widespread
disruption across Park Slope, Gowanus, and Boerum Hill.
Residents and small businesses endured prolonged loss of heat, hot water, refrigeration, and
access to medical equipment during freezing temperatures. Families discarded spoiled food and
medications, missed work, incurred unexpected expenses, and faced unsafe living conditions.
Small businesses suffered closures and lost income. These impacts are serious and
unacceptable.

This outage comes amid significant and widely reported increases in utility bills. Constituents
are being asked to pay more while experiencing extended service failures—an untenable
situation that demands immediate corrective action.
While I recognize the efforts of crews working under difficult conditions, the scale and duration
of this outage require swift, meaningful relief for customers.

Accordingly, I urge Con Edison to:
● Suspend billing and issue automatic bill credits for all impacted customers for the full
duration of the outage, without requiring burdensome individual applications;
● Ensure credits fully reflect the scope of harm, including multi-day service interruptions
and the loss of heat and hot water;
● Clearly and proactively communicate the credit process and timelines to customers in
plain, accessible language.

Residents should not bear the financial burden of this failure. I expect prompt action and a
timely response outlining next steps.
