This week, Councilmember Sandra Ung proudly cast a “yes” vote for NYC’s FY23 budget, which totals $101 billion. Throughout the budget process, Councilmember Ung prioritized securing funding for AAPI communities and the needs of residents across Flushing, helping secure a budget that puts immigrant communities at its heart. 

“This week, I was proud to join with Speaker Adams and my colleagues to vote “AYE” on a budget that delivers historic levels of investment for our community,” said Councilmember Sandra Ung. “Throughout budget negotiations, I advocated for real investments in our city’s diverse immigrant communities, and this budget delivers increased funding for adult literacy initiatives that will uplift immigrants. I am especially proud of a historic $8.6 million investment in expanding language access, which was a major priority of mine entering into budget negotiations. This is an inclusive budget that will help continue to power immigrant communities like our own as we recover and rebuild from the pandemic.”

“New York City’s AAPI communities are diverse and growing, and so are the challenges they face,” said Speaker Adrienne Adams. “The Council is proud to allocate $5 million to the AAPI Community Support initiative to expand culturally competent services, mental health services, youth programs, and other important programs. I thank Council Member Ung for her tireless advocacy in support of our AAPI communities as our city recovers from the many impacts of the pandemic.”

The final FY 23 budget that passed this week reflects many of Councilmember Ung’s top priorities, including an unprecedented $5 million allocated to AAPI organizations through the AAPI Community Support Initiative and a $6.7 million investment in adult literacy programs. Councilmember Ung also recently released an op-ed where she noted that a lack of multilingual and culturally competent services is the equivalent to not providing a service at all. Together with Speaker Adams and her colleagues, the Council prioritized ensuring that NYC is a city that embraces its heritage as a city of immigrants by making a historic $8.6 million investment in expanding language access.  

Councilmember Ung highlighted other major wins for the Flushing community, including a $100,000 allocation to support community safety and victim services for District 20 through a brand new “Community Safety and Victim Services Initiative.” The City Council also fought for a restoration of cuts to the Sanitation Department and secured $22 million to expand litter basket service to six days a week, twice a day across NYC. 

Councilmember Ung further noted that throughout her time in the Council, affordable housing has been a priority issue that has been repeatedly raised by constituents and community groups. To support tenants and small landlords struggling to make ends meet and stay housed, the City Council is fully funding rental assistance programs and a CityFHEPS Voucher Rate increase, which will help both renters stay in their homes and landlords have a reliable source of rent. Vitally for homeowners here in Flushing and across NYC, the Council will be providing a $150 property tax rebate to homeowners with incomes below $250k, which will be in addition to the state’s $290-plus rebate. By working together with state colleagues, the Council is helping ensure that most low- and moderate-income homeowners should see no increase in their property tax burden.

황 의원은 “애덤스 시의장 및 동료 의원들과 함께 우리 지역사회에 역사적인 수준의 투자를 가져올 예산안에 투표하게 된 것을 자랑스럽게 생각한다”고 말했다. 아울러 “예산 협상 내내 다양한 이민자 커뮤니티에 대한 실질적인 투자를 지지했으며, 일환으로 이민자 커뮤니티를 위한 성인 문맹 퇴치 이니셔티브 예산이 책성됐다. 특히, 예산 협상 과정에서 최우선으로 주장한 언어 접근성 확대에 역사적인 860만 달러가 편성된 것을 무척 기쁘게 생각한다. 이번 예산은 우리가 팬데믹을 극복하고 뉴욕시를 재건하는 가운데, 우리와 같은 이민자 공동체에 계속해서 힘을 실어줄 것”이라고 밝혔다.

이번에 통과된 2023 회계연도 예산에는 황 의원의 최우선으로 생각하는 사업들이 상당수 반영됐다. 여기에는 AAPI 커뮤니티 지원 이니셔티브를 통해 AAPI 단체들에 할당될 전례 없는 500만 달러가 포함됐으며, 성인 문맹 퇴치 프로그램을 위해서도 670만 달러가 책정됐다. 황 의원은 최근 “영어 이외 언어로 필요한 서비스가 제공되지 않는 것은 서비스를 전혀 제공하지 않는 것과 같다”는 내용의 논평을 언론을 통해 공개한 바 있는데, 시의회는 이런 의견들을 반영해 언어 접근을 확장하는데 860만 달러라는 역사적인 예산을 편성함으로써 뉴욕시가 이민자들의 도시로서 소중한 유산을 포용하는 도시라는 것을 재확인했다.

황 의원은 특히 “‘커뮤니티 안전 및 피해자 서비스 이니셔티브(Community Safety and Victim Services Initiative)’를 통해 지역구내 안전 강화와 피해자 지원을 위해 10만 달러를 배당 받았으며, 이는 플러싱 등을 포함한 20 선거구의 또 다른 승리”라고 설명했다. 이번 예산 협상과정에서 시의회는 또한 감축된 위생국 예산을 복원하기 위해 노력했으며, 이를 통해 거리에 배치된 쓰레기통 오물 추가 수거를 위한 2,200만 달러를 확보했다.

황 의원은 또한 회기 내내  어포더블 하우징 문제가 지역사회내 반복적으로 제기돼 온 우선적 과제였다고 언급했다. 어려움에 처한 세입자와 소규모 임대인을 지원하고 주거 안정을 위해 시의회는 임대료 지원 프로그램 예산을 편성하고, CityFHEPS Voucher Rate 인상을 결정했으며 이를 통해 세입자와 임대인 모두에게 안정적인 임대료를 지원한다는 방침이다. 플러싱을 포함한 황 의원의 지역구와 뉴욕시 전역의 주택 소유주들을 위해 시의회는 연소득 25만 달러 미만의 주택 소유주들에게 주정부의 재산세 리베이트와는 별도로 150달러의 재산세 리베이트를 제공할 예정이다. 시의회는 주의회와 협력해 뉴욕내 저·중도 소득 주택 소유주들의 재산세 부담이 증가하지 않도록 노력한다는 방침이다.

本周通过的2023财年最终预算反映了市议员黄敏仪的许多首要事项，包括通过亚太裔社区支持计划(AAPI Community Support Initiative)分配给亚太裔组织的史无前例的500万元，以及对提高成人学识项目拨款 670万元。市议员黄敏仪最近还发表了一篇专栏文章，她指出，缺乏多语种和具有文化能力的服务就等于根本不提供服务。她与市议长Adams和同僚们一起，优先确保纽约市通过历史性的860万元经费用于扩大语言服务，展现纽约市珍视移民，并拥抱其作为移民城市的遗产。

市议员黄敏仪进一步指出，在她上任市议员以来，一直将affordable housing作为她的优先事项，也是选民和社区组织关心的议题。为支持努力维持生计的租户和小房东，市议会正在全力资助租金援助计划和提高CityFHEPS Voucher Rate，这将让租房者有家可住，同时房东有可靠的租金来源。对于法拉盛和整个纽约市的房主来说，至关重要的是，市议会将为收入低于 25 万元的屋主提供 150 元的房产税退税，这是在纽约州 290 元以上退税的补充。通过与州府同僚合作，市议会正在帮助确保大多数中低收入房主的财产税负担不会增加。
