The transfer of policing and justice powers from London to Belfast will create peace and stability that lasts and will form a critical groundwork for a prosperous future in Northern Ireland. It is my privilege to salute and thank Prime Minister Gordon Brown, Taoiseach Brian Cowen, First Minister Peter Robinson, and Deputy First Minister Martin McGuinness on their triumphant efforts and thank all the peacemakers responsible for reaching this consensus.
