The City Council’s Planning & Land Use Division partners with Council Members to lead proactive community planning efforts in their districts. These efforts aim to guide future growth, align land use with community needs, and advance equity. The decision to focus on Council District 22 reflects several converging factors, including outdated zoning that no longer aligns with existing land uses, a recurring pattern of private rezoning applications, and piecemeal development without any coordinated public investments to support growth, infrastructure, and community priorities. The District 22 Community Planning Guidelines report covers key topics including housing, land use and zoning, transportation, open space, resiliency, and community amenities, in addition to the community planning guidelines. This report is meant to serve as a resource for the Office of Council Member Cabán, community groups, city agencies, private developers, and other partners to make informed decisions about the district’s built environment and neighborhood services.  

In December 2025, a virtual Report-Back Session provided an overview of the community engagement process, highlighted key findings from both the existing conditions analysis and community input, and introduced community planning guidelines shaped by local priorities.
