The Fiscal Year 2027 Discretionary Expense Funding Application is now live and available on the City Council’s website: City Council Budget Website.

Important Deadlines:

  • Projects requesting both Borough President funding and Council funding:
    • February 19 – All applications must be submitted by 5:00 PM.
  • Projects requesting only Council funding:
    • March 19 – All applications must be submitted by 5:00 PM.

Eligibility Requirements:

To qualify for discretionary expense funding, all organizations must:

  • Have a valid, active EIN (not revoked).
  • Be registered and in good standing with the New York State Charities Bureau.
  • Be a registered not-for-profit organization.
  • Submit the FY26 Discretionary Funding application.
  • Complete and submit required forms, including:
    • Certificate of Authorization
    • Conflicts of Interest Disclosure
    • Affiliation Disclosures

CapGrants (Non-City) Capital Funding Applications:

The CapGrants application requires a significant amount of information and can take several hours to complete. We strongly encourage groups to download the application documents early and begin compiling the required information well in advance of the deadlines to ensure full and timely submission. Portal can be accessed from this webpage.

Cultural Project Funding Information:

For cultural organizations interested in applying, additional information and application materials are available through the Department of Cultural Affairs (DCLA) online portal.

Cultural Capital Funding Eligibility:

Cultural Capital Funding is available for:

  • Members of the Cultural Institutions Group (CIG)
  • Cultural nonprofits based in New York City that have received at least one baseline Cultural Development Fund (CDF) recommendation through the DCLA Program Services Unit in fiscal years 2023, 2024, or 2025.
