“At a hearing on Wednesday, city council members pressed the Department of Education for answers on how migrant children will be affected by Mayor Eric Adams’ administration’s shelter policies. Elected officials focused in on the 60-day-notice shelter transfer policy and toll it has taken on the students.

“We just know that policies like the 60-day shelter stay limitation does create instability,” Councilmember Carlina Rivera, who represents the 2nd Council District which includes East Village, said.

“While the window to file sexual assault lawsuits under the Adult Survivors Act closed on Thursday, there may be another option for some accusers looking to sue after the usual deadline for bringing a claim has expired.

The state Adult Survivors Act created a one-year window in which people could bring civil sexual assault lawsuits, even decades after the alleged conduct occurred and after the applicable deadline for filing a claim had expired.

“Following flash floods that brought the city to a halt in late September, a new bill was introduced in the City Council last week to ensure that landlords distribute flood evacuation plans to their tenants.

The legislation would require building owners to deliver the evacuation protocols to residents when they sign a lease, and maintain instructions on what to do in the event of a flood “in a common area of the building” for everyone to see.

In August, Mayor Eric Adams called for a new proposal to close Rikers Island while reiterating his opposition to the current plan. It seems less than two months later he has got his wish. 

City Council Speaker Adrienne Adams announced on Friday that she would be bringing back the Independent Rikers Commission – which laid out the initial plan to close Rikers – to craft a new plan to close the infamous city jail as the administration lags behind its scheduled August 2027 deadline to shutter Rikers’ gates.

A plan to move more than 360 detainees with serious mental and physical health conditions off Rikers Island and into state-of-the-art therapeutic beds in borough-based hospitals has been delayed by years with no clear date of completion in sight, city jails officials told the New York City Council on Wednesday.

In a joint oversight hearing held by the Council’s criminal justice and hospitals committees on Wednesday, members grilled officials from the Department of Correction and Correctional Health Services about what is holding up three new therapeutic facilities at Bellevue, Woodhull and North Central Bronx hospitals.
