The Mayor’s City of Yes initiative seeks to amend zoning regulations to promote sustainability, support small business, and create affordable housing across the five boroughs. The Department of City Planning is currently in the second phase: Zoning for Economic Opportunity (ZEO).

ZEO began review in October 2023. Community Boards and Borough Presidents have offered their recommendations, and the CPC held a public hearing in January.
