The Office of Council Member Yusef Salaam is currently reviewing how applicants access and complete required application forms for benefits and services administered by the Department of Social Services (DSS). Many individuals—including older adults, persons with disabilities, and those with limited English proficiency—face avoidable challenges when navigating online systems that rely on static, non-interactive documents.
Key Issues Under Consideration
- Lack of Fillable Web Forms: Although applicants can upload completed documents to existing portals, many forms must first be printed, filled out by hand, and reuploaded. This process creates unnecessary barriers for individuals without access to printers, scanners, or in-person assistance.
- Limited Digital Accessibility: The absence of fully interactive online forms disproportionately impacts New Yorkers who depend on remote services due to mobility limitations, language access needs, or caregiving responsibilities.
- Delays and Incomplete Applications: Inaccessible form formats can result in delays, missing information, or failure to submit applications altogether—undermining timely access to essential benefits.
Policy Proposal Under Review
Council Member Salaam is considering legislation that would require DSS to create and maintain web-based versions of all applicant-facing forms, allowing users to directly input information, electronically sign, and submit their forms online. These forms would complement existing options for mail, fax, and in-person submission. Exceptions would be made where federal or state law prohibits online submission.
