Why create a Community Plan for Bay Ridge?

Under the City’s new Fair Housing Framework, every community district will be tasked with creating more housing. At the same time, new City Charter changes created a faster approval process for housing projects in areas with low affordable housing production. This streamlined process removes the role of the local Council Member, which also limits opportunities for community input to be reflected in application outcomes 

Because CB10 will be affected by this procedural change, local leaders want to proactively create a community-driven plan for the Bay Ridge Triangle instead of relying on individual developer proposals over time. Change cannot be stopped, but it can be shaped with the community’s assistance. 

Council Member Santosuosso is proud to launch a community-driven process that will engage residents, businesses, stakeholders, and more to identify priorities and develop ideas, with the intention of helping to shape the change that is coming. 

 

What Do We Hope to Achieve? 

The goal is to help the community shape growth rather than allow outside developers to proceed project-by-project with no coordination or community input. With a plan, the community can proactively decide where development is most suitable and work with the City to secure the necessary infrastructure investments and amenities to support it.   

 

Project Area 

The Bay Ridge Triangle spans from 86th Street to 95th Street between 4th and 5th Avenues. Well served by the R train, the area is primarily residential with a mix of commercial and neighborhood-serving uses. However, much of the Triangle is mapped with outdated C8-2 zoning, a commercial district that does not permit housing. As a result, the area has seen limited growth and has been unable to fully capitalize on its transit access and development potential.
