All not-for-profit community-based organizations wishing to apply for FY 2027 discretionary funding must submit their applications by the deadline below.
Wednesday, February 18, 2026 at 6:00 PM
6:00 PM is the strict deadline. Late applications will not be eligible for funding.
Discretionary Funding
All not-for-profit community-based organizations that wish to apply for discretionary funding for FY 2027 must submit a Council Application.

Supplemental Application (Required)
Once you have completed the City Council application, we require all interested organizations to submit a Supplemental Application directly to the Office of Council Member Kamillah Hanks. This is essential for us to understand your specific mission and programs for District 49.

If you want to schedule a meeting regarding your application, it is very important to fill out the Supplemental Application and email district49@council.nyc.gov.
FY27 Non-City Capital Projects
The FY27 Non-City Capital Funding application process runs separately from expense funding.

Completing HHS Prequalification
Requirement: The HHS Prequalification (PQL) Application in PASSPort enables providers to demonstrate basic business readiness.

Capacity Building Training
If the Tracker says “Complete Capacity Building Training,” a Board Member or Executive Staff must complete the course. The certificate is valid for 3 years.
