{"id":88,"date":"2022-10-27T07:00:00","date_gmt":"2022-10-27T07:00:00","guid":{"rendered":"https:\/\/council.nyc.gov\/shaun-abreu\/?p=88"},"modified":"2023-03-29T19:53:12","modified_gmt":"2023-03-29T19:53:12","slug":"politicsny-city-council-moves-to-put-the-kibosh-on-rodents-with-passage-of-rat-action-plan","status":"publish","type":"post","link":"https:\/\/council.nyc.gov\/shaun-abreu\/2022\/10\/27\/politicsny-city-council-moves-to-put-the-kibosh-on-rodents-with-passage-of-rat-action-plan\/","title":{"rendered":"POLITICSNY: City Council moves to put the kibosh on rodents with passage of &#8216;Rat Action Plan&#8217;"},"content":{"rendered":"<p>Read full story <a href=\"https:\/\/politicsny.com\/2022\/10\/27\/city-council-moves-to-put-the-kibosh-on-rodents-with-passage-of-rat-action-plan-bill-package\/\" data-type=\"URL\" data-id=\"https:\/\/politicsny.com\/2022\/10\/27\/city-council-moves-to-put-the-kibosh-on-rodents-with-passage-of-rat-action-plan-bill-package\/\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n<p>By Ethan Stark-Miller<\/p>\n<p>Oh rats!<\/p>\n<p>The City Council passed a package of bills Thursday aimed at combating the swarms of rodents running a muck on the city\u2019s streets and in its subways.<\/p>\n<p>The package, dubbed the&nbsp;<a href=\"https:\/\/legistar.council.nyc.gov\/MeetingDetail.aspx?ID=1002974&amp;GUID=DDB640AB-0D67-42CD-AB7F-776BD66EFA35&amp;Search\" target=\"_blank\" rel=\"noreferrer noopener\">Rat Action Plan<\/a>, includes legislation that would designate more so-called \u201crat mitigation zones\u201d \u2013 areas prone to rat infestations, direct the city health department to report annually on its efforts to curtail the rat problem in those zones, require buildings with several rodent-specific health violations place their trash in lidded containers and compel developers prove they retained a rodent exterminator in order to get a construction permit.&nbsp;<\/p>\n<p>The bills on rat mitigation zones, lidded trash containers in buildings and construction sites all passed the council by a 44 to 6 vote with the body\u2019s five Republicans and Council Member Kalman Yeger (D-Brooklyn) voting \u201cno,\u201d while the bill requiring an annual report on rat curtailment efforts passed unanimously.<\/p>\n<p>The rat mitigation zone bill \u2013&nbsp;<a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=5668976&amp;GUID=6B184A43-A50E-4BE1-A088-2FD5788E1266&amp;Options=&amp;Search=\" target=\"_blank\" rel=\"noreferrer noopener\">Intro. 459a&nbsp;<\/a>\u2013 clears the way for the city Department of Sanitation (DSNY) to issue new rules that would push back the time people can put out their trash from 4 p.m. to 8 p.m, which&nbsp;<a href=\"https:\/\/politicsny.com\/2022\/10\/17\/adams-proposes-union-backed-plan-to-move-back-garbage-set-out-times\/\">Mayor Eric Adams unveiled with Department of Sanitation (DSNY) Commissioner Jessica Tisch last week<\/a>.<\/p>\n<p>During a press conference preceding the Stated Meeting, City Council Speaker Adrienne Adams said the legislation is needed because increased numbers of rats in the city are causing quality of life and health issues for everyday New Yorkers.<\/p>\n<p>\u201cNew York City is currently experiencing a severe rat infestation problem, one that has impacted all communities,\u201d Speaker Adams said. \u201cThe increased number of rodents results in more property damage, food contamination and disease transmission as well as an overall impact on New Yorker\u2019s quality of life. The council is focused on improving the health and safety of our neighborhoods and this legislative package will bolster efforts to address the surge of rodents throughout the city.\u201d<\/p>\n<p>The cadre of council members behind the package, calling themselves the Rat Pack \u2013 named after an informal group of entertainers from the 1950s and \u201860s, rallied for the bills on the City Hall steps Thursday morning, ahead of the Stated Meeting.
