{"id":47,"date":"2022-08-04T16:32:17","date_gmt":"2022-08-04T16:32:17","guid":{"rendered":"https:\/\/council.nyc.gov\/shaun-abreu\/?p=47"},"modified":"2022-08-04T16:32:17","modified_gmt":"2022-08-04T16:32:17","slug":"immigrant-advocates-council-members-demand-25m-in-budget-for-non-citizen-voting-law","status":"publish","type":"post","link":"https:\/\/council.nyc.gov\/shaun-abreu\/2022\/08\/04\/immigrant-advocates-council-members-demand-25m-in-budget-for-non-citizen-voting-law\/","title":{"rendered":"Immigrant Advocates, Council Members demand $25M in budget for non-citizen voting law"},"content":{"rendered":"<p>Read the full article here: https:\/\/politicsny.com\/2022\/06\/09\/immigrant-advocates-council-members-demand-25m-in-budget-for-non-citizens\/<\/p>\n<p><em>By Ethan Stark-Miller<\/em><\/p>\n<p>As city-budget negotiations are rumored to be wrapping up in the coming days, a coalition of City Council members and immigrant advocates rallied on the steps of City Hall calling on Mayor Eric Adams to put $25 million in funding into implementing a law that grants non-citizens the right to vote.<\/p>\n<p>In the City Council\u2019s budget response to the mayor\u2019s preliminary budget, they said $25 million was needed to fund the voter outreach, education and language access needed to properly implement the law. Adams didn\u2019t include that funding in his $99.7 billion executive budget released in April.<\/p>\n<p>\u201cWe call on this administration to fully fund Our City, Our Vote\u2019s implementation to make sure that we\u2019ve got adequate voter outreach, voter registration and get out the vote implementation,\u201d said Council Member Shahana Hanif (D \u2013 Brooklyn), who chairs the council Committee on Immigration.&nbsp;ADVERTISING<\/p>\n<p>\u201cWe need the dollars to go to these organizations to do the work to reach every single eligible new voter,\u201d she added.<\/p>\n<p>At the rally organized by the New York Immigration Coalition, Hanif was joined by her council colleagues Sandy Nurse (D \u2013 Brooklyn), Alexa Aviles (D \u2013 Brooklyn), Sandra Ung (D \u2013 Queens), Shaun Abreu (D \u2013 Manhattan) and Carmen De La Rosa (D \u2013 Manhattan). Also in attendance were immigrant advocacy organizations including African Communities Together, South Asian Council for Social Services and Masa.<\/p>\n<p>The coalition also called for more funding to expand several other city services to its immigrant population. This includes $6.1 million to expand education programs for immigrant youth, maintaining $4 million in funding for Access Health NYC \u2013 an educational campaign for accessing healthcare \u2013 and renewing $58.2 million for immigrant legal services.<\/p>\n<p>The \u201cOur City, Our Vote\u201d law, which was passed by the last City Council at the end of last year and became law in January,&nbsp;<a href=\"https:\/\/www.gothamgazette.com\/city\/11311-mayor-adams-budget-city-council-noncitizen-voting-funds\" target=\"_blank\" rel=\"noreferrer noopener\">would give the city\u2019s roughly 800,000 legal permanent residents the right to vote<\/a>&nbsp;in municipal elections, so long as they\u2019ve lived in the city for more than 30 days and are authorized to live and work here. The city Board of Elections (BOE) was charged with coming up with a plan for implementing the law by July first.<\/p>\n<p>Nurse said the $25 million allocation is essential for making Our City, Our Vote viable and isn\u2019t too much to ask considering the budget already has a nearly $1 billion price tag.<\/p>\n<p>\u201cThe $25 million that is needed to fund and implement Our City, Our Vote is so important,\u201d Nurse said. \u201cWe are getting down to the wire and we cannot have a sloppy rollout of this. We need the money for outreach and education. If we do not fund this piece of paper, this bill, what we are saying to immigrant New Yorkers is that we rely on your labor, but we don\u2019t want to hear your voice. What we are saying is that it\u2019s not just a city of immigrants, it\u2019s the city of exploited immigrant workers. And it\u2019s unacceptable.\u201d<\/p>\n<p>Am Adams spokesperson didn\u2019t answer PoliticsNY\u2019s question on whether the mayor supports meeting the council\u2019s $25 million funding ask, but that he fully supports the law and included money for its implementation in the budget through&nbsp;<a href=\"https:\/\/www1.nyc.gov\/site\/democracynyc\/about\/about-democracynyc.page\" target=\"_blank\" rel=\"noreferrer noopener\">DemocracyNYC \u2013 a city initiative to increase voter participation \u2013<\/a>&nbsp;and the city BOE.&nbsp;<\/p>\n<p>\u201cMayor Adams looks forward to welcoming hundreds of thousands of New Yorkers into the democratic process when the non-citizen voting law goes into effect,\u201d the spokesperson said. \u201cThe city currently has funding in the budget for outreach through both DemocracyNYC, as well as funding for NYC BOE. We will continue to monitor needs associated with the law and assess appropriate funding levels.\u201d<\/p>\n<p>Whether the mayor agrees to the council\u2019s funding request or not, the non-citizen voting law may be thrown out altogether depending on the outcome of&nbsp;<a href=\"https:\/\/www.silive.com\/news\/2022\/06\/pro-immigrant-rally-held-tuesday-outside-supreme-court-as-suit-aims-to-block-their-voting-rights.html\" target=\"_blank\" rel=\"noreferrer noopener\">a lawsuit brought by a group of Republican Staten Island lawmakers in Richmond County Supreme Court<\/a>&nbsp;that include Council Minority Leader Joe Borelli, Council Member David Carr and Congress Member Nicole Malliotakis.
