{"id":729,"date":"2025-03-12T16:10:57","date_gmt":"2025-03-12T20:10:57","guid":{"rendered":"https:\/\/council.nyc.gov\/shahana-hanif\/?p=729"},"modified":"2025-04-21T16:12:37","modified_gmt":"2025-04-21T20:12:37","slug":"city-council-passes-hanifs-access-to-idnyc-act","status":"publish","type":"post","link":"https:\/\/council.nyc.gov\/shahana-hanif\/2025\/03\/12\/city-council-passes-hanifs-access-to-idnyc-act\/","title":{"rendered":"City Council Passes Hanif\u2019s Access to IDNYC Act"},"content":{"rendered":"<p><em>Legislation would improve the program by reintroducing walk-in appointments, codifying a streamlined appointment scheduling system, adding training for staff, implementing a denial review process, and adding an issue date to the card<\/em><\/p>\n<p>Press Contacts:\u00a0<br \/>Mus Lamia | <a href=\"mailto:mlamia@council.nyc.gov\">mlamia@council.nyc.gov<\/a>, (646) 353-4549<br \/>Alex Liao | <a href=\"mailto:aliao@council.nyc.gov\">aliao@council.nyc.gov<\/a>, (973) 647-5001<\/p>\n<p><strong>New York, NY |<\/strong> Today, the City Council voted to pass Council Member Shahana Hanif\u2019s <a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=6557550&amp;GUID=035DC5FB-33E4-4620-89A6-176662D0AFFF&amp;Options=&amp;Search=\"><strong>Intro 216-A<\/strong><\/a><strong>, the Access to IDNYC Act. <\/strong>The bill, developed in collaboration with advocates and direct-service organizations, will streamline processes to enhance the IDNYC program operations with key reforms, including:&nbsp;<\/p>\n<ul class=\"wp-block-list\">\n<li>Reinstating same-day walk-in appointments on a pilot basis<\/li>\n<li>Ensuring the number of available application slots meets demand from New Yorkers<\/li>\n<li>Codifying improvements to the online appointment scheduling system<\/li>\n<li>Implementing annual staff training for efficient processes\u00a0<\/li>\n<li>Establishing a review system for applicants who are denied<\/li>\n<li>Adding an issue date to the card<\/li>\n<\/ul>\n<p>The Access to IDNYC Act, which was co-authored by Deputy Speaker Diana Ayala and Council Member Gale Brewer, was voted on at today\u2019s <a href=\"https:\/\/legistar.council.nyc.gov\/MeetingDetail.aspx?ID=1277286&amp;GUID=78DD12ED-72AF-46DA-B4DE-3EF3E9ABCFC2&amp;Search=\">City Council&#8217;s Stated Meeting<\/a> and was approved by a vote of 39 to 7.&nbsp;<\/p>\n<p>Yesterday, Council Member Shahana Hanif hosted a press conference in front of the Central Brooklyn Public Library Branch, one of the program&#8217;s 11 enrollment sites across New York City, where former Mayor Bill DeBlasio announced the launch of the IDNYC program back in 2014. Brooklyn Defender Services and the New York Immigration Coalition joined Hanif to support the passage of the legislation. <a href=\"https:\/\/www.flickr.com\/photos\/201592958@N03\/albums\/72177720324375975\">See photos from the press conference here<\/a>. Attribute to the Office of Council Member Shahana Hanif.&nbsp;<\/p>\n<p>Since its inception, the IDNYC program has issued <a href=\"https:\/\/www.nyc.gov\/assets\/idnyc\/downloads\/pdf\/IDNYC-Q4-2024-Quarterly-Report-FINAL.pdf\">2.3 million cards to New Yorkers<\/a> aged 10 and older. The municipal identification card is available to all New York City residents, regardless of immigration status. This card can be used to access city services, enter city buildings, open bank accounts at many financial institutions, get discounted entry to cultural institutions, apply for work authorization, and apply for jobs (in conjunction with valid work authorization). The IDNYC has been particularly helpful for newly arrived immigrants who are establishing themselves in New York City.&nbsp;<\/p>\n<p>However, the program has faced some setbacks. For more than a year, same-day walk-in appointments <a href=\"https:\/\/www.thecity.nyc\/2024\/01\/30\/idnyc-application-migrants\/\">have not been made available<\/a> and the program website has a <a href=\"https:\/\/www.tiktok.com\/@shahanafrombk\/video\/7308807521270041902\">difficult interface<\/a> that makes scheduling appointments challenging. These barriers make applying for IDNYC needlessly challenging at a time when <a href=\"https:\/\/www.cityandstateny.com\/policy\/2024\/05\/new-data-demand-idnyc-cards-increased-during-migrant-influx\/396703\/\">demand for the card is historically high<\/a>. The Access to IDNYC Act will address these issues and make getting municipal identification simpler than ever.<\/p>\n<p>Under new Trump Administration policies, the U.S. State Department is now only issuing passports with a male or female sex marker that marks the applicant&#8217;s assigned sex at birth. In contrast, the IDNYC allows applicants to choose a gender marker- M, F, X, or \u201cNot Designated\u201d that best reflects their identity.&nbsp;<\/p>\n<p>Ten years ago, former Mayor Bill DeBlasio and the City Council launched this groundbreaking initiative, celebrating how the program filled long-standing gaps in our communities. Today, with the Access to IDNYC Act, we are ensuring that those who need this resource can obtain it without delay.<\/p>\n<p>\u201cIDNYC is one of our City\u2019s greatest achievements, addressing long-standing gaps within our communities. A decade later, with my bill, the Access to IDNYC Act (Intro 216A), we are ensuring that those who need this resource can obtain it without delay,\u201d <strong>said Council Member Shahana Hanif. <\/strong>\u201cThe Access to IDNYC Act guarantees dignity for every New Yorker, especially as federal policies target our transgender, non-binary, and immigrant communities.
