His vetoes put special interests above greater affordability and opportunity for hardworking New Yorkers, and public safety. In the face of housing that&nbsp;isn\u2019t&nbsp;affordable enough, families leaving our city and losing their homes, the Council\u2019s legislation ensures city resources will be used to create homes that are&nbsp;actually affordable&nbsp;and meet the needs of working families to remain here. The mayor\u2019s vetoes also continue his administration\u2019s disregard for&nbsp;accountability,&nbsp;good government, and&nbsp;transparency&nbsp;that are necessary to improve public safety and ensure trust in city government. These bills&nbsp;represent&nbsp;sound policies that the next Council should defend, protecting the Council\u2019s legislative and policymaking authority.\u201d&nbsp;&nbsp;<\/p>\n<p>The following&nbsp;legislation&nbsp;was&nbsp;vetoed:&nbsp;&nbsp;<\/p>\n<p><strong>Prioritizing Greater Affordability &amp; Working Families for Housing and Homeownership<\/strong>&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=6730645&amp;GUID=E6A7F4BD-9637-4F8D-9B76-1950CBEC816F&amp;Options=ID|Text|&amp;Search=958\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 958-A<\/strong><\/a>, sponsored by&nbsp;<strong>Speaker Adrienne Adams<\/strong>, would&nbsp;approximately double&nbsp;the production of affordable homeownership opportunities financed by the&nbsp;City&nbsp;by requiring that at least 4 percent of all newly constructed affordable units be for homeownership.&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7717498&amp;GUID=ACD1EAA2-5D97-4EA2-8095-D3D3A6A67987&amp;Options=ID|Text|&amp;Search=1433\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 1433-A<\/strong><\/a>, sponsored by&nbsp;<strong>Council Member Eric Dinowitz<\/strong>, would require that, starting July 1, 2027, at least 25% of rental affordable units financed by the&nbsp;City&nbsp;be two-bedroom units and 15% be three-bedroom units.&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7717530&amp;GUID=0B1DB3DF-ED0B-4427-8297-DD64A2A1BCA0&amp;Options=ID|Text|&amp;Search=1433\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 1443-A<\/strong><\/a><strong>,<\/strong>&nbsp;sponsored by&nbsp;<strong>Council Member Sandy Nurse<\/strong>, would require that, starting July 1, 2027, 50% of newly constructed rental units financed by the&nbsp;City&nbsp;be affordable for very low-income households, and at least 30% for extremely low-income households.&nbsp;<\/p>\n<p><strong>Providing&nbsp;Increased Opportunities to Preserve Affordable Homes<\/strong>&nbsp;&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=6695280&amp;GUID=17713221-6B17-4AE9-9892-AF107A836713&amp;Options=ID|Text|&amp;Search=0902%5c\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 902-B<\/strong><\/a>, also known as the Community Opportunity to Purchase Act (COPA), sponsored by&nbsp;<strong>Council Member Sandy Nurse<\/strong>, would give qualified nonprofits, or joint ventures between qualified nonprofits and other entities, a first opportunity to submit an offer and purchase certain residential properties when an owner plans to sell the property before it is placed on the open market.&nbsp;<\/p>\n<p><strong>Reducing Inequities from Lack of Transparency in the Sale of Co-Ops<\/strong>&nbsp;&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7028966&amp;GUID=47E050EC-31FA-4647-93A6-90F6CADD5BA0&amp;Options=ID|Text|&amp;Search=int.+1120\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 1120-B<\/strong><\/a>, sponsored by&nbsp;<strong>Majority Leader<\/strong>&nbsp;<strong>Amanda&nbsp;Far\u00edas<\/strong>, would set timelines for decisions&nbsp;regarding&nbsp;the sale of co-op apartments, requiring the co-op to acknowledge receipt of application materials within&nbsp;15 days&nbsp;and provide notice of whether it has consented to the sale within&nbsp;45 days&nbsp;after the application is complete.&nbsp;<\/p>\n<p><strong>Establishing Lien Sale Reforms to Prioritize Community and Housing Stability with Debt Collection<\/strong>&nbsp;&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=6565927&amp;GUID=9D5ABF2A-007F-44CA-A2B6-E71C1559802E&amp;Options=&amp;Search=\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 570-B<\/strong><\/a>, sponsored by<strong>&nbsp;Council Member Gale A. Brewer<\/strong>, would create a New York City land bank, pending state approval, to&nbsp;acquire&nbsp;and manage vacant, abandoned, tax-delinquent, and foreclosed properties. The land bank would be able to&nbsp;purchase&nbsp;and enforce tax liens bought from the City in a way that promotes the preservation of homeownership and home equity, prevention of displacement, and putting properties to productive community use.&nbsp;&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7696041&amp;GUID=1C9453F5-3786-4661-8343-0627885B07F9&amp;Options=&amp;Search=\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 1407-A<\/strong><\/a>, sponsored by<strong>&nbsp;Speaker Adrienne Adams<\/strong>, would authorize the&nbsp;City&nbsp;to sell tax liens to a&nbsp;City&nbsp;land bank. The bill also requires the Department of Finance to condition that no purchaser of a tax lien may foreclose on a lien for class one residential property (typically one- to three-family homes) until one year after the date of the sale. Lien purchasers would also&nbsp;be required&nbsp;to regularly notify property owners of amounts owed.&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7696073&amp;GUID=268B8FD5-4622-423F-A59D-6ED468184F08&amp;Options=&amp;Search=\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 1419-A<\/strong><\/a>, sponsored by<strong>&nbsp;Council Member Sandy Nurse<\/strong>, would require the Commissioner of Finance to report annually on properties encumbered by chronically unresolved tax liens that&nbsp;remain&nbsp;unsatisfied for&nbsp;36 months&nbsp;or more after being sold, and provide annually a list of these&nbsp;properties to heads of agencies charged with property-related enforcement.&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7696074&amp;GUID=2296F521-EDB6-4BAC-AFC4-1BA06661D481&amp;Options=&amp;Search=\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 1420-A<\/strong><\/a>, sponsored by<strong>&nbsp;Council Member Sandy Nurse<\/strong>, would require the Commissioner of Finance to require purchasers of tax liens to make best efforts to transfer the liens to the City land bank upon certain triggering events.&nbsp;&nbsp;<\/p>\n<p><strong>Reforming Street Vending<\/strong>&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=6558020&amp;GUID=A32C6BA4-7084-46F9-86D5-4A99D6CCB926&amp;Options=ID|Text|&amp;Search=431\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 431-B<\/strong><\/a>, sponsored by&nbsp;<strong>Council Member Pierina Sanchez,<\/strong>&nbsp;would expand business licensing for food and general vendors by making 2,200&nbsp;additional&nbsp;supervisory license applications available to prospective mobile food vendors annually from 2026 until 2031, and 10,500 new general vending licenses in 2027. It would also expand street vendor training and increase inspections of street vendor set-ups to ensure compliance with new requirements.&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7315779&amp;GUID=460E0B45-163F-4614-88BE-A8F25FDCF964&amp;Options=ID|Text|&amp;Search=1251\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 1251-A<\/strong><\/a><strong>,<\/strong>&nbsp;sponsored by&nbsp;<strong>Majority Leader Amanda&nbsp;Far\u00edas<\/strong>, would authorize the Department of Health and Mental Hygiene (DOHMH) and the Department of Consumer and Worker Protection (DCWP) to issue license applications to mobile food and general vendors until the licenses issued reaches the capped amount specified in Introduction 431-B, as not every license application results in a license issued.&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=6558037&amp;GUID=67930A66-28A5-45F8-BD2C-2E7E862A5686&amp;Options=ID|Text|&amp;Search=408\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 408-A<\/strong><\/a><strong>,<\/strong>&nbsp;sponsored by&nbsp;<strong>Public Advocate Jumaane Williams,<\/strong>&nbsp;would&nbsp;create a Division of Street Vendor Assistance within the Department of Small Business Services (SBS) to&nbsp;assist&nbsp;street vendors. The Division&nbsp;would&nbsp;provide resources and connect services and resources to entrepreneurs interested in street vending opportunities, and report annually on&nbsp;assistance&nbsp;efforts.&nbsp;<\/p>\n<p><strong>Aland Etienne Safety &amp; Security Act<\/strong>&nbsp;&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7681684&amp;GUID=85593CB6-D9D4-473B-9EC0-88F301E5B320&amp;Options=ID|Text|&amp;Search=1391\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 1391-A<\/strong><\/a>, sponsored by&nbsp;<strong>Speaker Adrienne Adams<\/strong>, would direct security guard employers to provide their security guard employees with minimum wage, paid vacation time, and supplemental benefits that meet or exceed required compensation for private sector security guards engaged on New York City public building service contracts&nbsp;in excess of&nbsp;$1,500.&nbsp;<\/p>\n<p><strong>Preventing Wrongful Deactivations for Drivers and Delivery Workers<\/strong>&nbsp;&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=6557685&amp;GUID=B1AD10BE-3B1B-4782-8AE8-65B9C1E20563&amp;Options=ID|Text|&amp;Search=276\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 276-A<\/strong><\/a>, sponsored by&nbsp;<strong>Council Member Shekar Krishnan<\/strong>, would prohibit high-volume for-hire vehicle services from deactivating drivers, unless due to just cause, a bona fide economic reason, or if&nbsp;required to&nbsp;by law.&nbsp;<\/p>\n<p><strong>Improving Public Safety by Strengthening Accountability and Transparency<\/strong>&nbsp;&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=6557349&amp;GUID=00485905-B8F8-4838-81D8-04951BE2C66E&amp;Options=ID|Text|&amp;Search=int.+125\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 125-A<\/strong><\/a>, sponsored by&nbsp;<strong>Deputy Speaker Diana Ayala,&nbsp;<\/strong>would require that in most circumstances, the NYPD must obtain the consent of a parent, legal guardian, or attorney before collecting a DNA&nbsp;sample&nbsp;from a&nbsp;minor.&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7696059&amp;GUID=779B3241-2FF5-4A68-9C75-3F00FD037803&amp;Options=ID|Text|&amp;Search=int.+1412\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 1412-A<\/strong><\/a>, also known as the Safer Sanctuary Act, sponsored by&nbsp;<strong>Council Member Tiffany Cab\u00e1n<\/strong>, would bar federal immigration authorities from&nbsp;maintaining&nbsp;offices on land under the New York City Department of Correction\u2019s (DOC)&nbsp;jurisdiction. It would also amend the City\u2019s sanctuary laws to account for current federal immigration enforcement practices.&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7726044&amp;GUID=6849BB2F-0585-4C7F-861E-232761DBD462&amp;Options=ID|Text|&amp;Search=1451\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 1451-A<\/strong><\/a>, sponsored by&nbsp;<strong>Speaker Adrienne Adams<\/strong>, would require the New York Police Department (NYPD) to provide designated Civilian Complaint Review Board (CCRB) employees with direct access to footage recorded by officer body-worn cameras for the purpose of investigating and prosecuting allegations of police misconduct.&nbsp;<\/p>\n<p><strong>Delaying Effective Date of DSNY Rules<\/strong>&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7411648&amp;GUID=6AC26E97-A81E-4EBB-B6C7-F64094CB46D3&amp;Options=ID|Text|&amp;Search=1279\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 1279-B<\/strong><\/a>, sponsored by&nbsp;<strong>Deputy Speaker Diana Ayala<\/strong>, would limit rules issued by the Department of Sanitation (DSNY) prohibiting supplemental sanitation service providers from placing refuse or recycling by public litter baskets, and further requiring supplemental sanitation service providers to set material out for collection by DSNY.&nbsp;<\/p>\n<p><strong>Strengthening Rules&nbsp;to&nbsp;Address&nbsp;Conflicts of Interest and Misconduct&nbsp;in City Contracting<\/strong>&nbsp;&nbsp;&nbsp;<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=6558142&amp;GUID=6E675DD0-AE4B-4EC4-8823-8805F631E98C&amp;Options=ID|Text|&amp;Search=479\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Introduction 479-A<\/strong><\/a>, sponsored by&nbsp;<strong>Council Member Julie Won<\/strong>, would require the City Chief Procurement Officer to&nbsp;establish&nbsp;standards and procedures for contractors to&nbsp;determine&nbsp;the existence of conflicts of interest and misconduct concerning city contracts valued over $100,000.&nbsp;<\/p>\n<p>###&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p><em>In response to\u00a0Mayor Adams\u00a0vetoing\u00a019 bills recently passed by the Council,\u00a0<\/em><strong><em>New York City Council\u00a0Speaker Adrienne Adams\u00a0issued the following statement<\/em><\/strong><em>:<\/em>\u00a0<\/p>\n<p>\u201cIt is unsurprising that this mayor is ending his term by&nbsp;demonstrating, once again, that&nbsp;protecting and&nbsp;supporting working-class New Yorkers is not his priority.
