{"id":2931,"date":"2025-07-31T11:12:07","date_gmt":"2025-07-31T15:12:07","guid":{"rendered":"https:\/\/council.nyc.gov\/press\/?p=2931"},"modified":"2025-07-31T11:12:07","modified_gmt":"2025-07-31T15:12:07","slug":"statement-from-new-york-city-council-spokesperson-on-mayor-adams-veto-of-street-vending-reform-bill","status":"publish","type":"post","link":"https:\/\/council.nyc.gov\/press\/2025\/07\/31\/2931\/","title":{"rendered":"Statement from New York City Council Spokesperson on Mayor Adams\u2019 Veto of Street Vending Reform Bill"},"content":{"rendered":"<p><em>Bill was passed by Council with 40 votes<\/em><\/p>\n<p><em>In response to <\/em><a href=\"https:\/\/council.nyc.gov\/press\/wp-content\/uploads\/sites\/56\/2025\/07\/DOC.pdf.pdf\"><em>Mayor Adams vetoing Introduction 47-B<\/em><\/a><em> late last night, the <strong>New York City Council issued the following statement from a spokesperson, Julia Agos<\/strong>:&nbsp; <\/em><em><\/em><\/p>\n<p>\u201c<a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=6495041&amp;GUID=F1F80A80-6AF7-4F5C-9616-64DB0AEDF372&amp;Options=ID%7CText%7C&amp;Search=0047\">Int. 47-B<\/a> <a>implements<\/a> a recommendation of the City\u2019s <a href=\"https:\/\/www.nyc.gov\/assets\/dca\/downloads\/pdf\/partners\/SVAB-Report-2022.pdf\">Street Vendor Advisory Board<\/a>, a collection of the city\u2019s business, immigrant rights, real estate, and vendor leaders that developed solutions to improve the environment of vending for everyone\u2019s benefit. While leaving in place the enforcement tools of violations, fines, and civil offenses, the bill simply removed the excessive criminal misdemeanor penalties that can block New Yorkers\u2019 access to educational, employment, housing and immigration opportunities. The Council negotiated this bill in good faith with the Administration, only to have the mayor disregard the work of the advisory board and his own staff with this veto.<\/p>\n<p>\u201cAs the Trump administration continues to attack working families and immigrant communities, Mayor Adams\u2019 veto is yet another example of him supporting Trump\u2019s agenda over New Yorkers. The Council will consider its next steps to protect our city from a mayor willing to put his own political needs over people and sound policy that keeps us all safe, with access to opportunity.\u201d<\/p>\n<p><strong><span style=\"text-decoration: underline\">Background:<\/span><\/strong><\/p>\n<p>Under current city law, street vending enforcement can include criminal misdemeanor charges, despite the City shifting its approach towards the use of civil penalties several years ago. Having even a minor criminal record, such as a misdemeanor, can lead to lifelong barriers to education, employment, and housing, while also jeopardizing immigration status. In 2023, the NYPD issued more than 1,200 criminal vending tickets, almost triple the number of tickets given out the previous year and six times the number issued in 2019 when the NYPD was still the primary enforcement agency.
