{"id":25,"date":"2016-04-26T12:00:16","date_gmt":"2016-04-26T12:00:16","guid":{"rendered":"http:\/\/nyccouncillabs.wpengine.com\/press\/?p=25"},"modified":"2016-06-06T14:15:47","modified_gmt":"2016-06-06T14:15:47","slug":"joint-statement-by-council-speaker-melissa-mark-viverito-and-council-finance-chair-julissa-ferreras-copeland-re-re-fy-2017-executive-budget","status":"publish","type":"post","link":"https:\/\/council.nyc.gov\/press\/2016\/04\/26\/25\/","title":{"rendered":"Joint Statement by Council Speaker Melissa Mark-Viverito and Council Finance Chair Julissa Ferreras-Copeland Re: Re: FY 2017 Executive Budget."},"content":{"rendered":"<p>\u201cThe FY 2017 Executive Budget incorporates many of the recommendations and priorities outlined by the Council in our Preliminary Budget Response, including greatly building New York City\u2019s reserves and increasing the City\u2019s capital investments, which will help safeguard our City\u2019s  continued financial security.<\/p>\n<p>However, while we commend Mayor de Blasio for investing in Beacon Centers, strengthening support for homeless families and better ensuring that incarcerated New Yorkers are treated with dignity, the Council remains concerned that the Administration\u2019s proposed plan to close the Health and Hospitals operating gap is contingent on substantial State and Federal cooperation which has not yet been assured. Additionally, we are dissatisfied with the FY 2017 Executive Budget&#8217;s support for New York City&#8217;s vulnerable youth and immigrant populations.<\/p>\n<p>New York is a City of opportunity, and we must make sure all New Yorkers, including immigrants and children, have access to quality programming that will help  secure bright futures for our City\u2019s next generation . As the Council begins our Executive Budget hearings  on May 6th, we will continue to strongly push for critical investments that will greatly expand employment opportunities for our young people by increasing the number of year round and summer youth jobs,  advocating for vital legal services and workforce development skills to support our growing immigrant population and fighting to combat food insecurity in our City.<\/p>\n<p>We look forward to working with Mayor de Blasio in the coming months to negotiate a budget that is balanced, fair and uplifts New Yorkers across the City.\u201d<\/p>\n<p><strong>DECLARACI\u00d3N DE LA PRESIDENTA DEL CONCEJO MUNICIPAL DE NUEVA YORK MELISSA MARK-VIVERITO Y LA PORTAVOZ DEL COMIT\u00c9 DE FINANZAS JULISSA FERRERAS-COPELAND<\/strong><br \/>\nRe: Presupuesto Ejecutivo del A\u00f1o Fiscal 2017<\/p>\n<p>\u201cEl Presupuesto Ejecutivo del A\u00f1o Fiscal 2017 incorpora muchas de las recomendaciones y prioridades detalladas por el Concejo en nuestra Respuesta Preliminar al Presupuesto, incluyendo el desarrollar las reservas de la Ciudad de Nueva York y el incrementar las inversiones capitales, que ayudar\u00e1n a salvaguardar la seguridad financiera de nuestra ciudad.<\/p>\n<p>Sin embargo, aunque felicitamos al Alcalde de Blasio por invertir en los Centros Beacon, fortaleciendo el apoyo a las familias sin hogar y mejorando el trato digno a los neoyorquinos encarcelados, el Concejo permanece preocupado con el hecho de que el plan propuesto para cerrar la brecha operacional de Salud y Hospitales es contigente con la cooperaci\u00f3n substancial estatal y federal que no se ha asegurado.
