{"id":1242,"date":"2009-01-07T16:39:26","date_gmt":"2009-01-07T16:39:26","guid":{"rendered":"http:\/\/labs.council.nyc\/press\/?p=1242"},"modified":"2016-12-13T16:39:52","modified_gmt":"2016-12-13T16:39:52","slug":"council-votes-to-improve-nypds-reporting-of-firearm-discharges","status":"publish","type":"post","link":"https:\/\/council.nyc.gov\/press\/2009\/01\/07\/1242\/","title":{"rendered":"Council Votes to Improve NYPD\u2019s Reporting of Firearm Discharges"},"content":{"rendered":"<p>Comprehensive annual report will lead to greater oversight on the department\u2019s use of deadly force<\/p>\n<p>CITY HALL \u2013 At today\u2019s Stated Council meeting, the New York City Council will vote on legislation that will increase NYPD\u2019s reporting requirements when one of their officers discharges a firearm. <\/p>\n<p>IMPROVED FIREARM DISCHARGE REPORTING<br \/>\nThe legislation will require the NYPD to submit an annual report to the Council detailing:<\/p>\n<p>the circumstances surrounding incidents where officers fire their weapons;<br \/>\na precinct by precinct and borough by borough breakdown of incidents;<br \/>\nthe reason for the firearm discharge (i.e. \u2013 accidental, adversarial, etc.);<br \/>\nthe race, gender and age of any individual engaged in adversarial conflict with an officer or third party that results in a firearms discharge.<br \/>\nThe data will be presented in a manner that facilitates comprehensive analysis and will allow the Council to track the NYPD\u2019s activities year to year.  It will detail the number of shots fired and any casualties that result from the incidents. <\/p>\n<p>In earlier reports, the NYPD was not required to disclose the biographical information of individuals involved in police shooting incidents.  They were also not required to submit firearm discharge data to the Council, making oversight of their firearms discharge practices very difficult. <\/p>\n<p>\u201cIf the Council is going to have true oversight authority over the NYPD, then we need all the critical information we can get at our disposal,\u201d said Public Safety Chair Peter Vallone Jr. \u201cKnowing the entire story behind each and every firearm discharge will not only allow us to judge the conduct of our officers, it will also give us the perspective we need to make changes that will make the best police department in the country even better.\u201d<\/p>\n<p>\u201cThe more we know about the NYPD\u2019s use of deadly force, the more we can make sure it\u2019s used responsibly,\u201d said Speaker Christine C. Quinn.  \u201cThe NYPD is by far the model for law enforcement agencies around the country.  But when it comes to the safety of our citizens, we should always be looking for ways to improve.
