CITY HALL, NY (<\/strong>September 9, 2026)<\/strong> – With today\u2019s hearing on Mayor Mamdani\u2019s Housing Plan, NYC Council Member Pierina Sanchez, Chair of the Committee on Housing and Buildings, shared the following: <\/p>\n

“In May 2026, Mayor Zohran Mamdani released Block by Block: The Housing Plan for A New Era, a comprehensive report on the Administration’s vision for empowering tenants, strengthening housing enforcement, preserving affordability, improving housing quality, and expanding and stabilizing homeownership, among other objectives.\u00a0 This report continues a tradition under which the Mayor of New York City (\u201cNYC\u201d or \u201cCity\u201d) issues a housing report outlining their proposal to address the City\u2019s housing and shelter needs.<\/p>\n

The Mayor\u2019s Housing Plan was released within a crisis for housing in the City. The residential vacancy rate is only 1.4%, according to the most recent Housing and Vacancy survey, but the production of affordable housing is not on track to meet the City\u2019s needs. When New Yorkers can find housing, it rarely fits their budget: the survey reported that half of New York\u2019s renters spend over 1\/3rd of their income on rent, and over 1\/3rd of New York renters spend over half their income on rent. Rents increased, on average throughout the City, by over 6% in 2025. The increasing cost of living and rising operating costs tenants, homeowners, and housing providers in distress. While New Yorkers struggle to find housing they can afford, State data shows over 57,000 rent-stabilized units are kept off the market. The Mayor and the Council must take drastic action to preserve and expand the City\u2019s affordable housing stock.<\/p>\n

The Mayor\u2019s vision often lines up with the Council\u2019s. In particular, the Mayor supports extending J-51, a critical tax incentive that supports building owners with renovation and rehabilitation work but only covers work completed before June 30, 2026. Int. No. 1015<\/strong><\/a>, sponsored by myself, would both extend J-51 for a decade and give building owners more generous incentives, including by making more properties eligible and by allowing the incentive to cover the entire reasonable cost of the work done, up from 70% in the last extension. The Mayor also supports the Community Opportunity to Purchase Act, Int. No. 905<\/strong><\/a>, sponsored by Council Member Sandy Nurse. This important bill would give certain nonprofits time to make offers to purchase properties that either have expiring affordability agreements, leaving tenants vulnerable to sudden rent hikes, or are physically distressed. These nonprofits would be charged with maintaining affordable rents and maintaining high quality housing for the tenants. \u00a0<\/p>\n

And of course, my bill, Int. 657<\/strong><\/a>, also known as the SAFER Homes Act, which aims to reinvent the City\u2019s existing power of municipal foreclosure to stabilize distressed buildings, hold bad actors accountable, and deliver safe living conditions for New Yorkers. The reform legislation embodies the collective voices and urgent needs highlighted in the TPT Working Group, testimony from impacted individuals at three previous Council hearings, and more than 50 organizations\u2014a reflection of a renewed commitment to rectify past injustices and ensure that all New Yorkers, especially those from marginalized communities, have access to safe and dignified housing. \u00a0<\/p>\n

The Mayor\u2019s Housing Plan proposes a vision we share: expediting production, protecting tenants, and enabling more New Yorkers to own their housing. However, the Housing Plan lacks detail on critical concerns. A lack of federal funding is leaving many New Yorkers at risk of losing the vouchers they need to stay in their homes; rent-stabilized apartments are being taken off the market; and, as voucher programs transition, it is unclear what many New Yorkers can do. The Committee is eager to hear more from the Administration on these and other issues.”<\/p>\n
