“Three days into Raise the Age programming, violence has broken out across facilities housing incarcerated teenagers in which 20 Correction Officers have been injured during one altercation. We recognize the implementation is a difficult undertaking, but these developments are unacceptable. It is evident that the Administration was not prepared to execute the Raise the Age program.

At a hearing in the City Council on September 20, concerns were raised as to preparedness of transferring 16-and 17-year olds off of Rikers Island. The Administration acknowledged this hardship, but pledged they would make the October 1 deadline.

Clearly, there is still work to do. The Administration must correct this situation immediately and provide further information as to how this happened, so that all individuals remain safe in City jails.”
