The New York City Council, which is an equal opportunity employer, is seeking a Senior Land Use Attorney to work in its Planning & Land Use Division.

SALARY RANGE:

$100,000 to $130,000

KEY RESPONSIBILITIES:

Under the direction of the Division Director and General Counsel, the primary responsibilities of the position include but are not limited to:

  • Review land use applications filed with Council and identify policy and technical issues.
  • Work with Division Project Managers and advise Council Members regarding citywide zoning text amendments.
  • Advise Division Project Managers and Council Members on assigned applications.
  • Supervise non-legal or paralegal staff in the preparation of calendar and other required notices.
  • Conduct research and interpret laws and regulations regarding land use matters.
  • Draft resolutions and legislation relating to land use matters.
  • Advise Council Members on legal and legislative matters, including the preparation of legal memoranda.
  • Assist in the conduct of Council hearings by the Land Use Committee and its subcommittees.
  • Prepare committee reports and resolutions.

QUALIFICATIONS:

  • A J.D. from an accredited school of law and admission to the New York State bar.
  • A minimum of two years of experience in land use, zoning and/or planning.
  • A strong working knowledge of government, the legislative process and familiarity with New York City and State law.
  • Excellent writing, legal research and analytical skills, strong communication and organizational abilities; must be detail-oriented and able to work with deadlines.
  • Knowledge of the New York City Zoning resolution and the Uniform Land Use Review Procedure is preferred.
  • Knowledge of New York City Building Code is preferred.
  • Experience with legislative drafting is preferred.
  • Knowledge of City and State environmental quality review law is preferred.

New York City residency required within 90 days of appointment.
