DUTIES AND RESPONSIBILITIES
The Finance Division is looking for a Financial Analyst to join our team in the Discretionary Funding (Expense) and Data Support Unit. The Finance Division assists and supports the Speaker, Committees and Members of the Council in the fulfillment of their role in the City budget process, including adoption and modification of the annual expense and capital budgets, analysis of the fiscal impact of legislative and policy proposals, and other related duties. Financial Analysts work closely with other Council Members and their staffs, City agencies and the Mayor’s Office of Management Budget, and outside stakeholders.
Key responsibilities will include:
- Assignment to work with Council Members and their staff regarding Discretionary funding;
- Communicating and interacting with certain City agencies regarding Discretionary funding;
- Preparing reports and analyses on Discretionary funding and fiscal matters relating to Discretionary funding;
- Preparing reports and analyses on Citywide Spending and Citywide Headcount;
- Preparing analyses on special research questions as directed by the director and/or deputy director.
The ideal candidate will have an educational background in accounting, economics, finance, business, public policy or a related area, and two to five years’ experience in governmental budgeting and finance. A bachelor’s degree is preferred. Experience with the New York City budget is especially desirable. Candidates should demonstrate excellent quantitative analytic skills, the ability to express themselves clearly and concisely both orally and in writing, and the ability to work under tight deadlines. Must have knowledge of advanced Microsoft Excel, Word, Access, and PowerPoint. Knowledge of the City’s Financial Management System (FMS) is a plus.
