Jennifer Guti\u00e9rrez is an organizer, activist, and ally who has spent her life advocating for working-class and immigrant communities and has worked in District 34 for over a decade. Born and raised in Queens to parents who emigrated from Colombia in the 1980s, Jennifer grew up in a one-bedroom apartment in an immigrant-rich neighborhood and attended New York City public schools. From a young age, she played an active role in supporting her family by interpreting and negotiating wages for her mother, a domestic worker for over twenty years, and later advocating with insurance companies after her father became disabled.<\/p>\n
Jennifer\u2019s lived experience led her to community organizing in Williamsburg, where she worked directly with tenants and families facing displacement and eviction. Prior to her election to the City Council, Jennifer served as Chief of Staff to Council Member Antonio Reynoso, where she focused on strengthening transparency, civic engagement, and constituent access.<\/p>\n
Since her election to the New York City Council in 2021, Council Member Guti\u00e9rrez has built a strong, extensive, and diverse legislative record focused on maternal health, childcare, housing stability, industrial businesses, and technology.<\/p>\n
During her first two terms, Council Member Guti\u00e9rrez served as Chair of the Committee on Technology, where she reinvigorated the committee and led the Council\u2019s work on innovation, equity, and accountability. In this role, she advanced legislation and advocacy focused on transparency and oversight of artificial intelligence systems used by city agencies, as well as broadband internet access and digital inclusion initiatives. She also serves as the Co-Vice Chair of the Progressive Caucus, during which she helped advance legislation, with 50% of all bills passed originating from Progressive Caucus members.<\/p>\n
In her third term, Council Member Guti\u00e9rrez has been appointed Chair of the Subcommittee on Early Childhood Education, positioning her to lead the Council\u2019s efforts on one of the most critical issues facing New York City families. In this role, she will oversee the passage and implementation of universal childcare legislation she introduced during her first term, advancing a vision of affordable, accessible, and high-quality childcare for all families. Her leadership centers both parents and caregivers, early childhood educators, and the equitable delivery of high-quality childcare for working families across New York City.<\/p>\n
