Helicopter-related noise complaints to 311 have gone up in New York City over 2300% in the last five years, and the vast majority of complaints come from Manhattan. “Community Board 7’s Preservation Committee voted Thursday night to deny West Park Presbyterian Church’s application to remove the church’s 12-year-old landmark designation: eight members voted to deny the application; only one member supported it, while one other abstained.

The committee’s recommendation goes next to the full Community Board on June 7, and later to the city’s Landmarks Preservation Commission, which is expected to decide the church’s fate this summer.

Manhattan City Council Member Gale Brewer is the latest elected official to demand that the NYPD follow the law when it comes to cracking down on placard abuse by city workers including, mostly, cops.

In a letter on Tuesday, Brewer reminded Police Commissioner Keechant Sewell that the city’s Local Law 6 requires the police department to “each week, evaluate no fewer than 25 blocks or intersections that are experiencing a prevalence of improper use of parking permits, and no fewer than 25 blocks or intersections that are experiencing obstruction of bicycle lanes, bus lanes, sidewalks, crosswalks, and fire hydrants by vehicles.”

The NYPD is then supposed to report back monthly to the Department of Investigation, the mayor, and the Speaker of the Council, which it has not done.

Council member Gale Brewer, who represents parts of the Upper West Side, joined Errol Louis on “Inside City Hall” to discuss the debate over the future of a historic church, as the Landmarks Preservation Commission determines its status. Church officials have been trying to sell the property to developers, saying it would be too expensive to restore it. But Brewer and advocates say proposed plans for the space do not include enough affordable housing.
