Councilmember Ayala is proud to have co-sponsored monumental pieces of legislation in 2019, such as 1574, known as the Commercial Waste Zone bill.  The private waste industry will be completely transformed by this legislation, which will require the Department of Sanitation to create 20 commercial waste zones throughout the city.  Within each zone, 3 private carters will be allowed to operate after a competitive bidding process.  Using this approach will help decrease pollution, improve pedestrian safety and ensure labor protections for an overwhelmingly Black and Brown labor force.  This bill is a major win for East Harlem and the South Bronx, as both neighborhoods are disproportionally affected by asthma.
