Carr is the Minority Leader of the New York City Council, representing the 50th&nbsp;Councilmanic District, which includes the Mid-Island&nbsp;of Staten Island&nbsp;and Southwest Brooklyn.<\/p>\n<p>David\u2019s&nbsp;lifelong&nbsp;passion for public service and politics was sparked at a young age, when he volunteered for local Congressional campaigns at age 10. He went on to serve in various roles in government, including as a constituent services liaison in the United States House of Representatives; as a Chief of Staff to then-Assemblyman Joseph Borelli; and in the same role for former City Council Minority Leader Steven Matteo, where he helped draft and pass dozens of pieces of legislation and allocate funding for community organizations and vital capital projects.<\/p>\n<p>Since being elected&nbsp;to&nbsp;office in 2021, David has focused on improving the quality of life for middle and working New Yorkers, including advocating for safer communities, more investment in critical infrastructure, property tax&nbsp;reform,&nbsp;and relief for small businesses. He has authored and passed legislation to extend property tax exemptions to Cold War Veterans; provide relief for homeowners struggling to pay overdue tax and water bills; waive costly permit fees to repair homes damaged by fire; and to make local government boards and commissions more transparent and accountable to the public.<\/p>\n<p>David has also allocated tens of millions in capital funding to help create&nbsp;state-of-the-art facilities&nbsp;for Richmond University Medical Center; provide lifesaving&nbsp;cancer diagnostic and treatment equipment&nbsp;for&nbsp;Staten Island University Hospital; build a Children\u2019s Center and new entrance for the Staten Island Zoo; overhaul the College of Staten Island\u2019s Center for the Arts; restore the historic St. George Theatre; and to build, repair and renovate dozens of schools, parks and playgrounds throughout his district.<\/p>\n<p>In addition to leading the Council\u2019s Republican Conference, David is a member of the Common Sense Caucus,&nbsp;the&nbsp;Italian Caucus, and&nbsp;the&nbsp;LGBTQIA+ Caucus.<\/p>\n<p>A&nbsp;lifelong resident of&nbsp;the Mid-Island, David&nbsp;attended&nbsp;theformer&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/St._John_Villa_Academy\" target=\"_blank\" rel=\"noreferrer noopener\"><u>St. John Villa Academy<\/u><\/a>&nbsp;and&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Monsignor_Farrell_High_School\" target=\"_blank\" rel=\"noreferrer noopener\"><u>Monsignor Farrell High School<\/u><\/a>&nbsp;and&nbsp;earned&nbsp;a B.A.&nbsp;in&nbsp;political science from&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Georgetown_University\" target=\"_blank\" rel=\"noreferrer noopener\"><u>Georgetown University<\/u><\/a>.
