It played a major role during the AIDS epidemic and is likely the largest burial site for AIDS victims in the U.S. In 2021, the administration of Hart Island transferred from the Department of Correction (DOC) to the Parks Department (Parks), with the Human Resources Administration (HRA), the Department of Health and Mental Hygiene (DOHMH), and the Office of the Chief Medical Examiner (OCME) now coordinating burial and public services. <\/p>\n<p>Today, Hart Island remains the City\u2019s <a href=\"https:\/\/www.nyc.gov\/site\/hartisland\/hart-island\/hart-island.page \">primary burial site for the unclaimed or unidentified<\/a>. While many of those interred have next of kin who opted for public burial, others are buried due to lack of contactable family, or because they remain unidentified including fetal remains. Advocates have raised concerns around burial practices and accessibility. In the summer of 2025, Parks released a 20-year capital plan that aims to transform the island into a more accessible, ecologically resilient, and respectful space.<\/p>\n<p>On October 16, 2025, the Committee on General Welfare, chaired by Deputy Speaker Diana Ayala, jointly with the Committee on Parks and Recreation, chaired by Council Member Shekar Krishnan, and the Committee on Health, chaired by Council Member Lynn Schulman, will hold an <a href=\"https:\/\/legistar.council.nyc.gov\/MeetingDetail.aspx?ID=1338898&#038;GUID=E230F72C-FA90-49EF-9D87-F524BB0DA546&#038;Options=&#038;Search=\">oversight hearing<\/a> on the Hart Island Capital Projects Proposal. Infant and fetal remains are buried separately.<\/p>\n<p>A 2022 City study found that unused land on the island could provide <a href=\"https:\/\/hartislandprojectproduction.s3.amazonaws.com\/Final+report_Capacity+Study_20220831_Amended_20221207.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">7,000\u201310,000 additional burial spaces<\/a>, extending capacity by 8\u201312 years. Demolishing existing structures could increase capacity to <a href=\"https:\/\/hartislandprojectproduction.s3.amazonaws.com\/Final+report_Capacity+Study_20220831_Amended_20221207.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">35,000 spaces<\/a>, extending use by up to 69 years.<\/p>\n<p>As of 2024, trenches have held up to 200 adult caskets, <a href=\"https:\/\/www.thecity.nyc\/2024\/09\/04\/hart-island-mass-graves\/\" target=\"_blank\" rel=\"noopener noreferrer\">raising concerns<\/a> about dignity and accessibility. Advocates have noted that mass burials can make it difficult for families to locate loved ones and may conflict with cultural practices. <\/p>\n<\/div>\n<div class=\"columns large-6\">\nHart Island is now managed by multiple City agencies:<\/p>\n<ul>\n<li>Parks oversees the island\u2019s maintenance and public access.<\/li>\n<li>HRA manages burial operations through the Office of Burial Services (OBS), which provides financial assistance and support for public burials. (<a href=\"https:\/\/www1.nyc.gov\/site\/hra\/help\/burial-assistance.page\" target=\"_blank\" rel=\"noopener noreferrer\">Burial Assistance<\/a>, <a href=\"https:\/\/www1.nyc.gov\/assets\/hra\/downloads\/pdf\/benefits\/burial_claim_app_en.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Burial Allowance Application<\/a>)<\/li>\n<li>DOHMH issues burial and disinterment permits and maintains death certificates. (<a href=\"https:\/\/www.nyc.gov\/site\/ocme\/forfamilies\/missing-and-unidentified-persons.page\" target=\"_blank\" rel=\"noopener noreferrer\">Missing &#038; Unidentified Persons<\/a>, <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC11458368\" target=\"_blank\" rel=\"noopener noreferrer\">Identification Research<\/a>)<\/li>\n<\/ul>\n<p>These agencies work together to ensure Hart Island remains a respectful and accessible resting place for New York City\u2019s most vulnerable residents.<\/p>\n<\/div>\n<\/div>\n<hr>\n<h3>Visiting Hart Island<\/h3>\n<div class=\"row\">\n<div class=\"columns large-6\">\nVisiting Hart Island has historically been difficult. Under DOC, visits were limited to monthly gazebo or gravesite visits, requiring advance registration and government-issued ID. Many found the process restrictive and reminiscent of visiting a correctional facility.<\/p>\n<p>In 2025, Parks released the <a href=\"https:\/\/www.nycgovparks.org\/pagefiles\/210\/NYC_Parks_Hart_Island_Concept_Plan.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Hart Island Concept Plan<\/a>, a 20-year vision to improve access, preserve the island\u2019s ecology, and enhance the visitor experience. <\/p>\n<\/div>\n<div class=\"columns large-6\">\nKey features include:<\/p>\n<ul>\n<li>A welcome center with restrooms and seating<\/li>\n<li>A \u201cRemembrance Walk\u201d with shaded areas and lawns<\/li>\n<li>Adaptive reuse of the historic chapel for reflection<\/li>\n<li>Shoreline stabilization and sea-level rise adaptations<\/li>\n<\/ul>\n<p>Public input has shaped the plan, emphasizing the need for more flexible visitation, dignified spaces, and improved infrastructure.\n<\/p><\/div>\n<\/div>\n<hr>\n<h3>Hart Island Records<\/h3>\n<div class=\"row\">\n<div class=\"columns large-7\">\nFamilies and the public can search through the Cemetery Management Tracking System (CMTS), the City\u2019s official database for individuals buried on the Island. <\/p>\n<div class=\"callout primary\" style=\"text-align: center;\">\nDetermine if your loved one has been buried on Hart Island. <\/p>\n<p>If you already have a plot number, you can locate a burial using the Hart Island Burial <a href=\"https:\/\/nyc.autocene.com\/AUTOCENESERVER\/WebApp\/hartislandmap.aspx\"> Map. <\/a> For help accessing records, contact NYC Park\u2019s Hart Island Office at Hart.Island@parks.nyc.gov<br \/>\n or 212-360-3428.<\/p>\n<p><a class=\"button\" style=\"margin-bottom: 0;\" href=\"https:\/\/nyc.autocene.com\/AUTOCENESERVER\/WebApp\/FillFormWO.aspx?templateId=5f84e4d7-57c9-482a-9103-501933113499\">Hart Island Loved One Lookup <i class=\"fas fa-phone\" aria-hidden=\"true\"><\/i><\/a><\/p>\n<\/div>\n<p>Hart Island records are searchable through CMTS with entries dating back to 1977. The public can look up individuals by name, age, birth date, date of death, or Medical Examiner case number. If no Medical Examiner number is available, the permit number may be used, which can be obtained from Office of Chief Medical Examiner of New York City.<\/p>\n<\/div>\n<div class=\"columns large-5\">\nDespite the availability of this system, data quality issues remain. This has prevented updates to charts on demographics and location of death found below. While records were reportedly updated on <a href=\"https:\/\/data.cityofnewyork.us\/City-Government\/DOC-Hart-Island-Burial-Records\/f5mc-f3zp\/about_data\" target=\"_blank\" rel=\"noopener noreferrer\">Open Data in 2021<\/a>, inconsistencies make the data unreliable.<\/p>\n<p>For example, a search for a January 6, 2017 date of death shows:<\/p>\n<ul>\n<li>Open Data (DOC Burial Records): 0 entries<\/li>\n<li>Hart Island Lookup Service (Both in the previous DOC system and the current CMTS): 2 entries <\/li>\n<li>Hart Island Project: 4 entries (2 additional entries beyond the Lookup Service)<\/li>\n<\/ul>\n<p>These gaps in record transfer and data integrity make locating loved ones more difficult and highlight the need for more accurate, publicly accessible records.\n<\/p><\/div>\n<\/div>\n<hr>\n<h3>Hart Island: Premature Death<\/h3>\n<div class=\"row\">\n<div class=\"columns large-7\">\n<h4>Age of People Buried on Hart Island and National Average<\/h4>\n<p><small>1978 &#8211; 2016, Average age of children and adults<\/small><\/p>\n<div class=\"flex-video\" style=\"padding-bottom:60%\">\n      <iframe title=\"Average age of children and adults during 1978 to 2016\" frameborder=\"0\" src=\"https:\/\/newyorkcitycouncil.github.io\/datavis\/templates\/linechartmulti21\/\"><\/iframe><\/div>\n<\/div>\n<div class=\"columns large-5\">\n      The average age of those buried on Hart Island in 1978 was 60 years old. The agency heads would have to assess whether the procedures should be changed and develop recommendations if any changes are determined appropriate. Finally, the agency heads would have to submit to the Mayor and the Speaker of the Council, and post online, a report containing the study findings and recommendations.
