{"id":1556,"date":"2022-05-03T21:18:40","date_gmt":"2022-05-03T21:18:40","guid":{"rendered":"https:\/\/council.nyc.gov\/data\/?page_id=1556"},"modified":"2023-04-20T18:31:13","modified_gmt":"2023-04-20T18:31:13","slug":"park-equity-covid-2022","status":"publish","type":"page","link":"https:\/\/council.nyc.gov\/data\/data-team\/park-equity-covid-2022\/","title":{"rendered":"Park Equity &#038; COVID-19"},"content":{"rendered":"<div class=\"row\">\n<div class=\"columns large-7\">\n<p>On April 22, 2022, the Committee on Parks and Recreation, chaired by Council Member Shekar Krishnan, held a remote oversight hearing entitled \u201cThe Effect of COVID-19 on Park Equity.\u201d<\/p>\n<p>The COVID-19 pandemic highlighted both the tremendous benefits offered by parks and the inequities that still limit the ability of many New Yorkers to easily access and fully enjoy quality parks.<\/p>\n<p>Recent reports by various advocacy groups have highlighted the inequities faced by the parks system. Specifically, in lower income neighborhoods, where the COVID infection rates were high have been shown to be without quality access to open space when compared to neighborhoods with higher average incomes and lower COVID rates.<\/p>\n<p>Report by the Trust for Public Land found that parks in low-income and minority neighborhoods across the city are often smaller, making it more difficult to spread out and keep a distance from others.<\/p>\n<p><strong>Our analysis of the data revealed the following:<\/strong><\/p>\n<ul>\n<li style=\"margin-top:10px;\"> Many New Yorkers are <em>still without adequate park access <\/em> highlighted by the cluster in Queens that includes Elmhurst &amp; Park access is the amount of functional park acreage available to a resident within a 10 minute walk.<\/p>\n<p>While each borough has at least two zip codes in the bottom 25% of park access, the cluster of zip codes in Queens that includes Elmhurst and Jackson Heights stands out.<\/p>\n<\/div>\n<\/div>\n<p>&nbsp;<br \/>\n&nbsp;<\/p>\n<h3>Park Access &amp; Equity Measures<\/h3>\n<div class=\"row\">\n<div class=\"columns large-6\">\nThe map below illustrates the number of COVID-19 deaths per 100,000 people, the median household income, and the percentage of non-Hispanic white residents that live in each zip code throughout the entire City (click the buttons on the top right of the map to view each).<\/p>\n<p>Darker areas indicate higher levels of that characteristics compared to lighter shaded areas. It compares park acreage per capita to the percentage of non-Hispanic white residents.<\/p>\n<p>It shows zip codes with the lowest park acreage per capita have a slightly lower percentage of non-Hispanic white residents compared to zip codes with the highest park acreage per capita.<\/p>\n<\/div>\n<\/div>\n<hr>\n<h2>Introduced Legislation<\/h2>\n<div class=\"row\">\n<div class=\"columns large-4\">\n<p>       \tThis bill would require the Department of Parks and Recreation to issue a report to the Mayor and Council that would identify parks and playgrounds under its jurisdiction that have routinely failed DPR inspections and submit a plan to the Council on how the issues at such parks and playgrounds will be corrected.<\/p>\n<p><a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=5555468&amp;GUID=0A98ECD3-6614-4844-A511-FE25ED2895EA&amp;Options=&amp;Search=E\">Read the Bill: \tInt 0173-2022 <\/a><\/p>\n<\/div>\n<div class=\"columns large-8\">\n        Parks department shall submit a report to the mayor and the council regarding park features under the jurisdiction of the department that were found to receive an unacceptable rating three or more times during a six month period, resulting from inspections conducted by the department:<\/p>\n<ul>\n<li style=\"margin-top:10px;\">The date and location of each inspection performed by the department of a park feature of a park, playground, pool, beach or recreation center, where such park feature was issued an unacceptable rating during such inspection three or more times during a six-month period;<\/li>\n<li style=\"margin-top:10px;\"> For each such park feature, a description of the condition that resulted in an unacceptable rating being issued;<\/li>\n<li style=\"margin-top:10px;\"> A plan that describes the work deemed necessary by the department to be performed in order to bring such feature into a condition where it would be rated as acceptable pursuant to an inspection performed by the department; and<\/li>\n<li style=\"margin-top:10px;\"> An estimate of the cost and timeframe required to complete such work.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<hr>\n<p><i class=\"fas fa-comments\" style=\"color:#2F56A6\" aria-hidden=\"true\"><\/i>&nbsp;For feedback, comments, and questions please email <a href=\"mailto:datainfo@council.nyc.gov\"><strong>DataInfo@council.nyc.gov<\/strong><\/a>.<\/p>\n<p>Created by the <a href=\"https:\/\/council.nyc.gov\/data\/\"><strong>NYC Council Data Team<\/strong><\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Committee on Parks and Recreation held an April 2022 oversight hearing on parks inequities and their relationship to the pandemic, highlighting parks and playground maintenance issues and an analysis of data on unequal access to parks across neighborhoods. On May 5, the Council passed Introduction 173-A to require the Department of Parks and Recreation to develop standards to rate the quality of parks and playgrounds, and submit a public plan to address features of them deemed to be in unacceptable condition.
