Council Member Costa Constantinides said, “At the March 8th Council Transportation Committee budget hearing on the MTA, I questioned Chairman Joe Lhota on the authority’s priorities in Astoria and across our city.  The MTA has shown a blatant disregard for our community by implementing the Enhanced Station Initiative project which has shutdown entire subway stations for merely cosmetic improvements.
