As part of that process, the Council analyzes the Mayor\u2019s proposed Executive Budget.<\/p>\n<p>After the Council submitted its preliminary <a href=\"\/budget\/docs\/fy2017-preliminary-budget-response\/\">budget response<\/a>, the Mayor released in April an updated financial plan for the City. The Council\u2019s <a href=\"\/about\/\">leadership<\/a> and Finance Division continue to analyze this proposed Executive Budget and we are conducting a second round of targeted hearings. This process helps us negotiate with the Mayor on behalf of New Yorkers across the 51 Council districts.<\/p>\n<p>The Mayor\u2019s Executive Budget reflected some of the priorities the Council articulated in its Preliminary Budget Response, including:<\/p>\n<ul>\n<li>Bolstering the City\u2019s reserves so it can provide services during a downturn<\/li>\n<li>Increasing funds for Emergency Medical Services<\/li>\n<li>Investing in Beacon Centers for public school students<\/li>\n<li>Strengthening support for homeless families and incarcerated New Yorkers<\/li>\n<li>Providing more resources for the Commission on Human Rights<\/li>\n<li>Building animal shelters in Queens and the Bronx<\/li>\n<li>Renovating firehouses<\/li>\n<li>Adding seasonal staff for the City\u2019s parks<\/li>\n<\/ul>\n<p>However, there are Council priorities that are not addressed in this proposed budget, including:<\/p>\n<ul>\n<li>Enhancing legal services for immigrants<\/li>\n<li>Meeting the demand for summer and year-round youth employment<\/li>\n<li>Providing a realistic plan to stabilize the City\u2019s public hospitals<\/li>\n<li>Eliminating all school lunch fees<\/li>\n<li>Reducing waitlists for homecare and case management services for the elderly<\/li>\n<li>Maintaining and enhancing six-day service at our libraries<\/li>\n<li>Building adequate reserves to maintain City services in case of a financial downturn<\/li>\n<\/ul>\n<h4>Reports on the Fiscal 2017 Executive Budget<\/h4>\n<ul class=\"text-small\">\n<li><a href=\"http:\/\/nyccouncillabs.wpengine.com\/budget\/wp-content\/uploads\/sites\/54\/2016\/05\/Financial-Plan-Overview-Report.pdf\">Fiscal Plan Overview, Economic, Revenue, Pension, Capital, and Debt Service<\/a><\/li>\n<li><a href=\"http:\/\/nyccouncillabs.wpengine.com\/budget\/wp-content\/uploads\/sites\/54\/2016\/05\/042-CUNY.pdf\">City University of New York<\/a><\/li>\n<li><a href=\"http:\/\/nyccouncillabs.wpengine.com\/budget\/wp-content\/uploads\/sites\/54\/2016\/05\/125-DFTA.pdf\">Department for the Aging<\/a><\/li>\n<li><a href=\"http:\/\/nyccouncillabs.wpengine.com\/budget\/wp-content\/uploads\/sites\/54\/2016\/05\/040-Education-Expense.pdf\">Department of Education<\/a><\/li>\n<li><a href=\"http:\/\/nyccouncillabs.wpengine.com\/budget\/wp-content\/uploads\/sites\/54\/2016\/05\/810-DOB.pdf\">Department of Buildings<\/a><\/li>\n<li><a href=\"http:\/\/nyccouncillabs.wpengine.com\/budget\/wp-content\/uploads\/sites\/54\/2016\/05\/126-DCLA.pdf\">Department of Cultural Affairs<\/a><\/li>\n<li><a href=\"http:\/\/nyccouncillabs.wpengine.com\/budget\/wp-content\/uploads\/sites\/54\/2016\/05\/850-DDC.pdf\">Department of Design &amp;
