Schedule C: Initiatives and Restorations

Schedule C details new and restored community initiatives sponsored by the Council in the budget. For example, the Teacher's Choice purchasing program, a City Council initiative from the 1980s, reimburses teachers, other instructional staff and principals for purchases of up to $200 in classroom supplies or equipment. Unlike items that are "baselined" into the executive budget which are funded every year, the Teacher's Choice purchasing program and other Schedule C items must be proactively included into the budget every year.

In order to increase accountability, the Council has enacted a formal process for sponsoring citywide initiatives. In order to be considered for funding, each new initiative must have been sponsored by 7 or more Council members from at least 3 boroughs. These proposals undergo negotiations between Council members, and between the Council and the Administration.

Also, for the first year ever, initiatives and programs receiving funding will indicate the sponsoring Council member(s). This information will be detailed in the Council’s Schedule C booklet.  The booklet, available through the link below includes the name of the organization receiving funding; the description of services provided; the City agency routing the funding; the amount allocated; and the sponsoring Council member(s).
