Statement by Speaker Christine C. Quinn
Re: Lifting the Unfair Tax Burden on NYC's Freelancers and Small Businesses

I am very pleased that the Bloomberg Administration has come out in support of eliminating the Unincorporated Business Tax (UBT) for small businesses.

Many hardworking New Yorkers who run their own businesses or work as freelancers currently face an unfair financial burden because of an outdated policy that imposes a double taxation on a single income. As we look to open our local economy to new industries, we need to continue to find tax measures that encourage economic diversity and make us more competitive.

Especially now, the importance of pro-growth, pro-employment tax measures cannot be overstated.

Eliminating the UBT for small businesses has been a long standing priority for the Council, and we look forward to working with the Bloomberg Administration to make it a reality.
