Passing the Budget In addition to its role as the New York City's legislative body, the Council works closely with the Mayor each year to develop and approve the city’s annual budget. To ensure that the budget that is passed reflects New Yorkers’ needs and priorities, the Council conducts an in-depth review of all city agencies, their policies, their programs and their expenses. The Council is working hard to ensure that the process is as transparent and accountable as possible.
Transparency Resolutions
In an effort to make the budget process more transparent, the Council has implemented a process that illustrates post-adoption changes that were made to Schedule C, which details new and restored community initiatives sponsored by the Council in the budget.
New designations (e.g. additional funding for an organization, or newly named organization), and changes in the designation (e.g. technical corrections, removal of funds from an organization) of organizations receiving funding in the Adopted Expense Budget are approved by the Council in the form of a resolution. This type of resolution is called a Transparency Resolution.
As new designations and changes to designations occur frequently throughout the fiscal year, the Council frequently votes on Transparency Resolutions reflecting such changes.
