What is the Budget Transparency Initiative?
The Budget Transparency Initiative began with the development of a Program Budget for New York City. Working with the Mayor’s Office of Management and Budget, the City Council created Program Budgets for 15 City agencies. For the first time, these agency budgets are now presented in terms of discrete programs. Prior to the creation of the Program Budget, it was extremely difficult to see where the City was devoting its resources. The Program Budget presentation was an important first step in making the City’s budget more transparent and accountable.
The next phase of the Budget Transparency Initiative represents an entirely new vision for the City’s budget- one that better illustrates how effectively the City spends its money. To achieve this, the City Council has developed another innovative presentation of the City’s budget: a Performance Based Budget.
What is a Performance-Based Budget?
A Performance-based Budget integrates measures of program performance with the costs associated with those programs. By connecting program outcomes and program costs these budgets allow Council Members and the public to see how taxpayer money is being spent and to examine the results achieved through that spending. By demonstrating the link between spending and performance, we will ensure that public dollars are used efficiently and effectively. More about Performance-Based Budgets (pdf)
