"Dear Governor Paterson:

I am writing you today to urge you and the State Legislature to exempt New York City from the "Plastic Bag Reduction, Reuse and Recycling Act" (S8643A, A11725). As you know, legislation at the State level often exempts New York City from particular requirements due to the unique and diverse needs of a city of nine million residents. The "New York City Plastic Carryout Bag and Film Plastic Recycling Law" (Local Law 1 of 2008) is an aggressive response to the pollution caused by non-biodegradable plastic bags.  We request a chapter amendment to the State's plastic bag recycling bill to ensure that New York City's Plastic Carryout Bag and Film Plastic Recycling Law remains in full force and effect.  Without such an amendment, we urge you to veto the State legislation.
