The New York City Council Black, Latino and Asian Caucus at City Hall

About the Caucus

The City Council's Black, Latino and Asian Caucus consists of 26 of the 51 members of the City Council. The BLA Caucus convenes to make sure that issues of particular concern to the City's Black, Latino and Asian communities are being addressed through the legislative, oversight and budgetary powers of the City Council. The Chairs of the Black, Latino and Asian Caucus are Council Members Rosie Mendez and Andy King.

The Black, Latino and Asian Caucus' Role in the Budget Process

Each year, the Black, Latino and Asian Caucus (BLAC) submits a list of Expense and Capital funding priority recommendations to the Speaker's office. This is done to ensure that organizations who serve Black, Latino and Asian communities, on a city-wide level, are recognized and represented in the budget.

Please be aware that the BLAC priorities are recommendations to the Speaker, and as such, not all are approved.
